MEMORANDUM TO SENATOR DOLE
DA: May 25, 1995
FR: Alec Vachon
RE: SENATOR CHAFEE'S CONCERNS WITH CHILD SSI

As you may recall, I wrote you yesterday that we had a deal with Chafee's staff to include report language to address Senator Chafee's concerns--from certain advocates in Rhode Island.

This morning I learned the deal was off. Senator Chafee, Sheila, Chafee staffer, and I met in the cloakroom this afternoon to find another solution. Senator Chafee left, and Sheila and I concluded an agreement with the staffer--to modify the definition of childhood definition in the Chairman's mark.

After getting the amendment cleared for the Manager's package, I was told by the Chafee staffer that was no longer sufficient--they wanted still more.

We have kept our latest bargain with Chafee, but once again it does not seem sufficient.
