Dear Friends,
I am sorry not to be with you today, but I deeply appreciate your Leadership Award. As many of you know, disability has not been only a legislative issue for me, but a personal one as well.
Indeed, I hope that Americans with disabilities think of me not only as a U.S.Senator, but as their advocate in the Senate as well. Today, many more Americans have a better chance for full, independent lives than even a few years ago. It has been my privilege to help make this possible.
I think you know my high regard for UCPA. Every day, your work makes all the difference for thousands of people with disabilities. And I rely upon your staff for their good advice. If the Senate gave Leadership Awards, UCPA would be at the top of my list.
We have a lot of work to do--and you can count on me. And I know I can count on UCPA.

This award is given each year to a legislator who has demonstrated outstanding leadership in advancing the independence of people with disabilities.
We would be delighted to have you join us at our Annual Award Luncheon on Friday, April 21st from 11:30 am to l:30 pm at tho Stouffer Harbor Place in Baltimore, Maryland to receive the award. However, because we know your demanding schedule as Senate Minority Leader may prevent you from attending the awards luncheon in person, we would be pleased to work with you to provide our members and friends with a video presentation of your acceptance remarks.
We look forward to expressing our appreciation, and that of the UCPA on April 21st. Ms. Chris Wheeler, Policy Assistant for the Governmental Activities Department, may be contacted at 202-973-7113 to finalize arrangements.
