MEMORANDUM TO SENATOR DOLE
DA: April 16, 1995

RE: NOTE TO SHEILA FRAHM

*ATTACHED IS A NOTE TO SHEILA FRAHM--REGARDING THE ATTACHED POLITICAL CARTOON SHE SENT ALONG TO YOU.

*At the Kansas Disability Caucus luncheon on April 6th I sat next to Ms. Frahm. She discussed concerns about sending programs back to the States--principally funding. I understood that because the session has been so busy--and because many Cabinet officials are new (some are still acting) , there has been very little focus on what some proposals would mean for Kansas.

Incidentally, at lunch she spoke to the Caucus briefly about her experience with special education for her child with disability (visual impairment). I was told by others she adopted this child.

Dear Sheila,
Thanks very much for the cartoon of the Easter Bunny. We will certainly try to not to lay any eggs when it comes to sending back programs to the States.

Seriously, I am very sensitive to the many issues that must be faced as we work to return responsibilities on the States--including proper funding. I hope it goes without saying that any thoughts you and Bill have will be very welcome as we move ahead.
