McCain vs. Craig
There are two major enhanced rescission/line veto bills. The Stenholm/Craig bill is a weaker version, providing for 20 day expedited consideration of a President’s rescission bill with a MAJORITY, the money has to be spent. This bill passed in the House 312 to 97 in October.
The Coats/McCain bill is a stronger version. If the president vetoes a rescission disapproval bill, Congress would have to override with a 2/3rds vote to force the money to be spent. This bill lost in the Senate 40-56 in September.
As you can imagine, there is a little bit of tension between Senator McCain and Senator Craig. Both are trying to get support for their bills from various groups around town by trashing the other’s bill.

Timing
Senator McCain wants to do his bill on the Motor Voter Bill, because he is afraid the Stenholm/Craig bill may be passed in the House and sent over to the Senate. Senator McCain fears that would make the Coats/McCain less relevant. Senator Coats and Senator Craif would like to wait on a vote, because they think they may be able to pick up more votes if the enhanced rescission is added to debt limit or the supplemental.
