Dear Commissioner Carney:
I am writing to support the continuation of funding for the Kansas Elks Training Center for the Handicapped (KETCH). KETCH Employment Services is currently in the process of submitting a competitive application for funding from the Rehabilitation Services Administration (RSA). KETCH, which is based on the national Projects With Industry (PWI) model, is invaluable to Kansans with disabilities in securing and maintaining competitive employment.

Since its inception in 1976, KETCH/PWI has played a critical role in providing the technical assistance needed to engage the talent and leadership of private industry as partners in the rehabilitation process. Through this partnership, KETCH/PWI can more effectively identify not only job opportunities, but also the necessary skills that would qualify people with disabilities for the jobs of today and challenges of the future.

My commitment to employment of people with disabilities inspired me to create the Dole Foundation. This organization enables the private sector to provide financial assistance to the many outstanding community employment and training programs which foster opportunities for people with disabilities to be competitively employed. Although KETCH/PWI is one of the excellent programs our foundation has assisted, RSA support of this Kansas program is critical.

Your careful consideration of the Kansas Elks Training Center/Projects With Industry's grant application would be greatly appreciated.
