SUBJECT: OILSEED UPDATE
There have been more developments on the oilseed dilemma. GATT negotiations will go on this weekend and the GATT Council meets on Tuesday, September 29. You have asked to schedule the oilseed meeting next week. We had tentatively scheduled Tuesday 11:30 a.m. Senator Danforth fears that next week may be too late. He has also suggested that someone form the highest political level at the White House or the Campaign attend the meeting. He has suggested Zoellick.

SUBJECT: DANFORTH REQUEST -- EC OILSEED PROBLEM
Senator Danforth has asked whether you would call a meeting of interested GOP members and the Administration to discuss the political consequences of recent actions by the USTR.
Apparently, the USTR has announced that it will seek binding arbitration on the amount of damages in the oilseed case. This is unacceptable to the soybean group given that last April, the USTR announced its intentions to retaliate. According to Senator Danforth, the midwest will view this as "caving in to the EC".
I understand that Senators Grassley and Bond are quite irritated as well.
Ambassador Hills' office also called requesting a meeting.
