SUBJECT: "CLASS OF 1992" BREAKFASTS
The last breakfast we did was May 21st, with the Bush-Quayle congressional operation. Ideas which came out of the meeting for future breakfasts included:
· Breakfast with Bush-Quayle surrogates operation to discuss how the Senate incumbents can use Cabinet-level surrogates in their States. (Note: perhaps we could wait until I'm in my new post to include the RNC/Victory '92 operation, since our main focus is getting finances into state party coffers which directly benefits the Senators).
· Also suggested was a breakfast between 1992 Senate challenger candidates and the Bush/RNC operatives. It might be smart to wait until the end of the primary season to set this meeting up since that will be the most intensive time (September-October) and maybe by then everyone will be more organized.
Just wanted to remind you that these ideas had come up. Do you have any idea when you might like to do the next "Class" breakfast?

SUBJECT: SUGGESTIONS FOR FOLLOW UP/"CLASS OF 1992" BREAKFAST
The Senator Specter situation needs to be dealt with quickly if any remedies are to be forthcoming in the next 24 hours. While your offer to call Sam Skinner was a good one, why not have the other Senators get in touch with the people who help formulate and motivate the President's political schedule and agenda? Namely Ron Kaufman and Rich Bond.
A number of orchestrated calls today from U.S. Senators would motivate them into rethinking the Philadelphia stop/term limits speech. If we're going to get the White House to listen, let's be sure to hit the right political pressure points -- those people now "in charge" from a campaign perspective.
In my view, the President can still "have his cake and eat it too". It would seem that the best way to preserve those incumbent Senators in tough races would be for the President to run against the House not the Senate. After all, it is the House that has the scandal plagued bank and post office -- not the U.S. Senate.
A few weeks ago I suggested to campaign officials at the NRSC and NRCC that they consider doing a contrast piece on why the entrenched democratic leadership from the House has caused much of the scandal and chaos -- and how the Senate does not have a bank or a post office with these problems. Since Senate officers and leadership have changed over the last twenty years, we don't have the same problems with officers who feel they're "untouchable" and entrenched in the positions. This makes a good argument for why the House democrats should turn over but the Senate should not be held accountable.
It seems like the "same old" problems continue to exist with the Administration not following up on Senators' inquiries and not making courtesy calls when the President, Vice President, or Cabinet officials are planning to appear in their States. This situation must change -- and I think it would be wise to have one of your 1992 breakfasts include Kaufman, Bond, and maybe Teeter or another Bush Administration official so Senators can air their gripes and maybe get some action.
I just feel like we need to do a better job of informing the political players that are motivating the campaign agenda rather than the policy makers at the White House.

SUBJECT: FOLLOW UP: "CLASS OF 1992"
Subjects that came up at the breakfast which you should be aware of :
- Senator Specter learned yesterday that the President plans to make an appearance in Philadelphia and make a speech favoring term limits. Specter was not even invited to the speech, which takes place in his hometown.
In Specter's view, timing couldn't be worse since he is just coming off a scathingly negative debate with GOP primary challenger Steve Freind last week. The primary in Pennsylvania is April 28. Specter plans to call the President personally and the Senators in the meeting also agreed to make phone calls. I've called Ron Kaufman to let him know of Senator Specter's concerns, and he indicated the "powers" chose Philadelphia as an historic site where the first Congress met -- and that the President's message won't be any different than the concepts put forth on March 20. Additionally, the President just agreed to do a fundraiser for Specter.
- Suggestions were made by Senator McCain of holding forums in States on the following issues: Health Care Reform (panel discussions starring Gale Wilensky or Debbie Steelman) and the Economic Impact of Defense Cuts and Affect on their State.
- A mention was made that Senators up in 1992 should check their House banking records if they served in the House previously. There are interest groups demanding disclosure of any bad checks Senators may have had during their tenure in the House.
- There was a general feeling that the Administration is abandoning Senators as they run against Congress, favor term limits, and outline steps towards Congressional Reform. They feel the Senate is being too closely aligned with House scandals ("if you don't believe it, check your favorable/unfavorable rating over the last two weeks"). Examples of poor follow up:
1. Senator Specter requested a meeting during his trip with the President on January 31, regarding his ideas on IRA's. To date, not even a phone call or letter followed.
2. Hank Brown wrote to 5 Cabinet Secretaries asking their attendance in Colorado at the GOP Convention at the end of the month. All declined -- yet several plan to attend a forum held by Tim Wirth in the same timeframe (very embarrassing to GOP Challenger Terry Considine).

- Senator Kasten mentioned the idea of Senators appearing at AARP meetings with law enforcement officials (county sheriff/chief of police) to take about initiatives to fight crime and make streets safer for senior citizens.
- The extension of the Capitol is an issue Senators would like to fight. They feel that when people in middle America find out the costs of this project there will be a revolt against it as another waste of taxpayer's money. (Most of them cannot even afford to come to Washington to see it). Senator Dole mentioned that nobody really has insight as to what the new space will be used for other than a visitors center since the Architect doesn't keep the Leadership in the loop.
- Senators also indicated a good issue is cuts in staff (yikes!). They feel this is one way to reduce people's perceptions that government is too big (It seems like we should cut spending on worthless projects and programs -- that would have much more of an impact).
- Senator Dole suggested the Senators bring in their key supporters in their States to meet with Senate Leadership. (Good idea as long as it's campaign and grassroots officials rather than the money people).
- Senator Symms and Senator Murkowski indicated they'd like to all discuss ways to run against Congress -- why you're part of the solution not part of the problem -- and perhaps revive the Boren idea of Congressional Reform.

SUBJECT: MEETING WITH BUSH-QUAYLE CONGRESSIONAL LIAISONS
I talked with Pam Turner regarding your interest in getting her and Powell Moore here for a meeting with the Class of 1992 next week.
She indicated that her cable organization's big meeting will take place over the next two weeks, so she will be out of town. She did, however, offer to contact Dave Bockerny, who will be moving to the Bush-Quayle campaign as director of congressional relations, to see if he would be available for a meeting next week.
In addition, Pam indicated that she and Powell will be performing their duties as Senate liaisons as volunteers. They are not leaving their current jobs to work full time on the Bush effort.
Also joining the congressional team as volunteers to handle House liaison are Mike Johnson, Tom Loeffler, and Bruce Gates.
You have some free time next Wednesday, May 6, at 3:00 p.m., or Wednesday, May 13, at 3:00 p.m. or 4:00 p.m. Do you want to arrange a meeting with Bockerny and Moore for either of those dates -- or wait until Pam Turner is back in town and have all 3 up for the next Class of 1992 Breakfast meeting?

RE: Victory 92 Leadership
Because of recent intense media interest in so-called "soft money," this is an appropriate time to remind Bush - Quayle 92 leadership of certain restrictions that must be observed with regard to programs (such as Victory 92) that raise and spend "soft" money.
State Victory 92 programs benefit the entire Republican ticket and, as a result, raise and spend both federal ("hard") and non-federal ("soft") money. Federal law strictly limits the amount of federal money that can be spent by Bush - Quayle 92, and prohibits Bush - Quayle 92 from spending non-federal "soft" money. To avoid any suggestion that any of this money -- "hard" or "soft" -- should count against Bush - Quayle 92 spending limits, leadership and control of these programs must be separate from Bush - Quayle 92.
To ensure strict compliance with federal law: (1) no Bush - Quayle 92 officer or employee may simultaneously serve as an officer of or decisionmaker for Victory 92 or have signing authority for Victory 92 checks; and (2) no Bush - Quayle 92 officer or employee may engage in fundraising on behalf of Victory 92 without clearance from the Bush - Quayle 92 General Counsel. It is permissible, however, for Bush - Quayle 92 officers and employees to consult with and advise Victory 92 officers, so long as state Victory 92 officials retain the ultimate direction and control over the expenditure of Victory 92 funds.
Please advise your staffs of these matters.
