*You are scheduled to introduce Chaplain Halverson, and then offer brief informal remarks of greeting at the beginning of the Ladies of the Senate Dinner.
*The dinner was started a few years ago as a way for Senate families to get together after the "Ladies" had devoted a great deal of time to planning their annual First Lady lunch, which is tomorrow.
*Let me know if you need anything more than what follows:
*Democrats and Republicans may not see eye-to-eye on many issues -- especially in this election year -- but one thing on which we are in absolute agreement is how much each of us owes to their family.
*One of the detriments of public service is that sometimes it doesn't allow much time to be spent with your family, and tonight's dinner is a welcome break from meetings, fund raisers, and cross country flights.
*As you know, the past few months haven't been particularly pleasant ones to serve in Congress ... And given our current reputation, and the fact that women candidates are on a roll, all of us running for re-election this year might be wise to let our wives run in our place. And since Barbara Bush's approval rating is double that of the President's, he may also be looking at that idea.
*Another subject on which all Senators agree is the fact that we are very fortunate to have a Chaplain like Dick Halverson. Before dinner begins, I'd like to invite Dick to offer the Invocation.

This is in reply to your letter of April 14, 1992, requesting Armed Forces support for the Congressional Dinner to be held at the Russell Senate Office Building, Washington, DC, on May 5, 1992.

I am pleased to inform you that Major General William F. Streeter, Commanding General, United States Army Military District of Washington, has authorized the U.S. Air Force Band to provide the Air Force Strolling Strings for the dinner beginning at 7:00 p.m.

A representative from the U.S. Air Force Band will contact Miss Dot Svendson to complete the necessary arrangements. If she is not contacted, or should you need further information, please contact the MDW Special Events office at (202) 475-1481, or the Air Force Band at (202) 767-9253.

Please note, this appearance is subject to preemption by the White House and other official military requirements.

RE: Senate Wives Dinner - Method of Payment

Senator Mitchell discussed with me what adverse publicity, if any could develop from paying for this dinner from your respective Leadership accounts. This problem can be anticipated since Congressional Quarterly has been carefully monitoring these accounts and reporting of expenditures from these accounts will be in greater detail in future. A $10,000 expense could give rise to a statement such as "the Senate spent $10,000 to give themselves a ritzy dinner."

Senator Mitchell is wondering if your respective campaign committees should not pay for this dinner. He plans to tell DSCC that he will have a contribution made to the campaign committee or raise an amount equal to the cost of this dinner.

Senator Mitchell asked that I discuss this matter with you to see how you would feel about handling it in this fashion.

Do you feel his suggestion to pay for this dinner from campaign committee funds is the right approach?
