RE: Crime Bill Status
*Senator Thurmond and Biden have discussed a crime bill several times the past few weeks, as have their staffs.
*The four big issues :
*HABEAS CORPUS: Senate version was much stronger than the House version, which the conference adopted. Biden has said that he will accept a compromise which is much closer to the Senate version.
*DEATH PENALTY: Again, Senate version was stronger than House version, which conference adopted. Again, Biden has expressed willingness to find compromise agreeable to Thurmond.
*EXCLUSIONARY RULE: House version expanded the exclusionary rule, Senate version weakened it. Biden proposes leaving it alone -- which could be seen as an acceptable result, as courts have increasingly moved to expand the rule. The Exclusionary Rule is probably the issue closest to Biden's heart, and if the Administration wanted to kill the bill, they could insist on expansion of the rule.
*GUNS: Biden insists that any bill include something similar to the Senate passed version of Brady.
