It has been suggested that it might be helpful for the class of 1992 to exchange ideas and information because of the very unusual political climate that is prevailing this year.

I would suggest an 8 a.m. breakfast get-together on an every other week basis. The purpose of this memo is to see if there is enough interest among us to initiate a breakfast schedule starting (Cross off: Wednesday, April 1) (Handwritten: Thurs, April 2)
Please let me know if you would be interested in getting together and I will make the arrangements for a breakfast meeting in a room in the Capitol. With 14 Republican members up for re-election, I would suggest that if we had at least 8 or 9 members interested, it would be worthwhile to meet.

TO: Senator Dole

RE: Senator Gramm Non-Allocable
BACKGROUND:
It is rumored that Senator Gramm is not going to put Senate Committee money into the non-allocable program this year. in a nutshell, non-allocable program are:
- phone work to id independents and dems leaning rep
- turn out mail for state and federal slates
- turn out phone calls on election
NRSC non-allocable money is pooled with similar money from the RNC, NRCC and Republican Governors. The money is then used as needed on a state by state basis.
Since the NRSC is the most successful at raising money, they usually make the largest contribution to the pool.
Their contribution becomes even more important in a presidential year when RNC funds are spread especially thin.
As I mentioned to you during our meeting, it is crucial to Kansas that the party get non-allocable money to elect a state Republican Senate and House.
This is especially distressing this year because of the Presidential. The RNC will be strapped, and Gramm is saying the burden for non-allocable rest soley with them and he isn't going to help. Clearly the RNC doesn't have the resources to do that. In fact, the Senate Committee is the only committee with that kind of money.
For example, in Iowa the NRSC pumped apx 400k into the party. Even though Tauke didn't win, they elected 7 new Republican house members and 3 new Senators - it would not have happened without NRSC dollars.
In Kansas we need to make sure the party picks up seats and builds a strong base to take Finney out in two years.
It is also rumored that Gramm's plan is to have millions left over after this cycle and then run again for Chairman so that he can use the position even more aggressively for his anticipated presidential bid.

Non-allocable dollars are in addition to NRSC direct contributions to incumbents which are based on population.
POSSIBLE SOLUTIONS:
1. Let incumbents who are up this year know of Gramm's plan so they can lobby him on an individual basis.
2. Talk with members of the Senate Steering committee and urge them to talk with Gramm. (Bond, Burns, Brown, Craig, Grassley, Nickles, Lott, Mack, Smith, Symms).
3. Draft letter for Republican Senators' signatures urging Gramm to let go of the non-allocable.
