MEMORANDUM
TO: SENATOR DOLE
FROM: DENNIS SHEA
SUBJECT: RULES COMMITTEE -- CAMPAIGN FINANCE REFORM AND VOTER REGISTRATION

Senators Ford and Stevens have adopted the following schedule for the Rules Committee:
March 6 -- Hearings on the Presidential Campaign Check-Off
March 7, 13, and 14 -- Hearings on Campaign Finance Reform (check mark)
March 20 -- Committee Mark-up of Campaign Finance Reform Bill (check mark)
March 21, April 12 -- Hearings on Voter Registration ("Motor Voter")
April 17 -- Committee Mark-up of Voter Registration Bill

Testimony
March 13 has been designated as the day for witnesses who do not support the Democrat campaign finance reform bill. You are obviously invited to testify at this time on behalf of your two campaign finance reform bills.

Other Witnesses
I am in the process of compiling a list of possible witnesses who will testify in support of your two bills. The most obvious candidates from academic life are Larry Sabato and Herb Alexander.

1. Larry Sabato. Believes that your comprehensive reform bill is superior to the Democrat bill, but is opposed to a complete ban on PAC contributions. Strongly supports your "free time" proposal.

2. Herb Alexander. Supports your bills, but continues to be under the mis-impression that the Democrat bill adopts a "flexible spending limit" approach.

Jan Baran would also be a good complement to academic witnesses.

Schedule:
1. Export Administration Act
- Controversy continues awaiting Democratic Policy lunch discussion to determine if compromise possible.
2. Defense Production Act
- Gramm still objects.
3. Soldiers and Sailors
- Problem with Senator Heinz continues.
4. RTC Funding/$30 billion
- Mitchell anxious to get cleared -- checking with his side.

Other Issues:
1. Metzenbaum hearing on Symington -- you may want to note what occurred.

2. National Energy Strategy will be released tomorrow.

3. Supplemental Appropriations request for Desert Storm likely to arrive Friday -- no doubt there will be controversy over what is and what is not included -- and what is outside of budget limits.

THE SENATE WILL RECONVENE AT 2:30 P.M. TODAY, AND AT 3:00 THE SENATE WILL BEGIN CONSIDERATION OF S. 320, THE EXPORT ADMINISTRATION BILL. SEVERAL AMENDMENTS ARE EXPECTED TO BE OFFERED, THEREFORE, VOTES COULD OCCUR DURING TODAY'S SESSION.

WEDNESDAY, FEB. 20
RESUME CONSIDERATION OF THE EXPORT ADMINISTRATION BILL. VOTES CAN BE EXPECTED TO OCCUR.

THURSDAY, FEB. 21
FOLLOWING CONSIDERATION OF THE EXPORT ADMINISTRATION BILL, THE SENATE IS EXPECTED TO BEGIN CONSIDERATION OF S. 347, THE DEFENSE PRODUCTION BILL AND/OR THE RTC FUNDING BILL, REPORTED OUT OF THE BANKING COMMITTEE. AMENDMENTS ARE EXPECTED TO BE OFFERED TO BOTH BILLS, THEREFORE, VOTES CAN BE EXPECTED TO OCCUR.

FRIDAY, FEB. 22
IT IS ANTICIPATED THAT FOLLOWING THE READING OF GEORGE WASHINGTON'S FAREWELL ADDRESS, THAT NO FURTHER BUSINESS WILL BE CONDUCTED DURING FRIDAY'S SESSION OF THE SENATE.
