THE ONLY "HOT" ISSUE IN FRONT OF THE SMALL BUSINESS COMMITTEE IS THE LOSSES THAT ARE BE INCURRED BY THE SMALL BUSINESS INVESTMENT COMPANIES PROGRAM (COMPANIES THAT USE SBA MONEY AS VENTURE CAPITAL). I UNDERSTAND THE LOSS IS CURRENTLY PEGGED AT ABOUT $500 MILLION. BUMPERS IS APPARENTLY HAVING SOME TYPE OF HEARING ON THIS ISSUE THURSDAY. ALTHOUGH SMALL POTATOES COMPARED TO THE S&L PROBLEM, IT HAS RECEIVED SOME PRESS ATTENTION.
ALL SENATORS ATTENDING HAVE BEEN CONTACTED SEEKING ANY ISSUES THAT MAY COME UP AT THE BREAKFAST. ALL SENATORS HAVE INDICATED "NO CONCERNS" OR HAVE NOT RESPONDED EXCEPT FOR KASSEBAUM.
KASSEBAUM MAY TALK ABOUT AVIATION LIABILITY REFORM, GENERAL PRODUCT LIABILITY REFORM, MANDATED HEALTH BENEFITS AND POSSIBLY A GENERAL PLUG FOR CONTINUED HELP GETTING KANSAS SBA LOANS.
AS YOU KNOW, SUSAN ENGELEITER WAS THE WRAP-UP SPEAKER FOR THE ECONOMIC DEVELOPMENT CONFERENCE IN SALINA. SHE DID A GREAT JOB.
WE HAVE NOT HAD A LOT OF COMPLAINTS ABOUT SBA LATELY. THINGS ARE GETTING BETTER IN THE WICHITA OFFICE WHERE THE DISTRICT DIRECTOR, CLAYTON HUNTER, IS WEAK.

SBA PROVIDING INJURY DISASTER LOANS AS A RESULT OF USDA - FMHA AGRICULTURAL LOSS DESIGNATIONS
Small businesses dependent on the health of the agricultural economy in Kansas may be eligible for low interest loans. Economic Injury Disaster Loans (EIDLs) are designed to assist those small businesses and agricultural cooperatives who sustained a substantial decrease in sales (or other forms of economic injury) directly due to the losses incurred by those farmers and ranchers to whom the business usually sells. In some cases, non-agriculture related businesses which sustained a substantial economic loss directly due to the inability of the farmers affected by the disaster to purchases goods and services at their normal levels may be eligible for EIDLs.
Secretary of Agriculture Yeutter recently made a disaster designation for Kansas as a result of adverse weather conditions occurring in a large number of Kansas counties in 1989. Businesses in the affected counties have until September 4, 1990 to file an economic injury disaster loan application with the Small Business Administration. Agricultural enterprises are not eligible to apply for this particular program.
SBA loan officers will conduct financial reviews of applicants to determine eligibility, including if applicants are eligible for credit elsewhere. EIDL's are limited to the amount of funds necessary to pay those items of expense, overhead and fixed-debt installments which the business could have paid had the disaster not occurred.
While not all businesses will be deemed to be eligible, I believe the Small Business Administration has taken the right step to provide assistance for those businesses reliant on the health of the agricultural sector.
I encourage interested individuals to contact the Small Business Administration for information and applications for the Economic Injury Disaster Loan Program at their toll free number 1-800-527-7735.

It has recently come to my attention that Kansas Governor Mike Hayden has filed an appeal for disaster assistance from the Small Business Administration under the 7(b) Physical Disaster Loan Program.
As you may know, several counties in Kansas were struck by a severe storm on March 13, 1990. Shortly thereafter, Governor Hayden issued a "State of Disaster Emergency Proclamation" for 11 Kansas Counties,
As a result of this storm, there has been widespread damage in both rural and urban areas of our state, damaging numerous homes and business. I would like to take this opportunity to encourage your close review of this application, and make this loan program available in Kansas. If I may be of further assistance, please do not hesitate to contact me.

Dear Susan:
As you know, the State of Kansas and Governor Mike Hayden have filed an application with the Small Business Administration for the 7(B) Physical Disaster Loan program. These low-interest loans are desperately needed by Kansans to replace losses from the March 13 tornado.
It has come to my attention that an S.B.A. verification team has visited certain counties in Kansas to estimate the amount of damage done by this storm. Because the current system bases eligibility primarily on the number of damaged structures in each county rather than on an area-wide basis, I am concerned that the affected counties in rural Kansas will not get the aid necessary to rebuild. It seems to me that this system puts less densely populated areas at a serious disadvantage.
I would like to take this opportunity to again strongly urge you to take a close look at both the application for aid in Kansas, as well as the qualifying criteria for the 7(b) program. Only through an approval of these loans for Kansas can we begin to rebuild our towns.
