GENERAL, I HAVE HOSTED A SERIES OF INFORMAL, OFF THE RECORD DISCUSSIONS DEDICATED TO OUR DEFENSE STRATEGY AND THE BUDGET BEGINNING IN EARLY JANUARY. OUR GUESTS HAVE INCLUDED RETIRED SENIOR MILITARY OFFICERS, FORMER DOD OFFICIALS, DEFENSE ANALYSTS, SECRETARY CHENEY, GENERAL SCOWCROFT, MR. DARMAN, AND OTHERS. OUR PURPOSE IS TO FORM A CONSENSUS WITH REGARD TO OUR NATIONAL SECURITY REQUIREMENTS AND TO DEVELOP A WINNING STRATEGY FOR THE BUDGET FIGHT. AS THE CHIEF MILITARY ADVISOR TO THE PRESIDENT AND THE SECRETARY OF DEFENSE WE WOULD LIKE TO HEAR YOUR VIEWS AND FIND OUT HOW WE CAN HELP YOU. SPECIFICALLY, WE NEED TO KNOW:

ARMS CONTROL AND STRATEGIC MODERNIZATION

Background:
To date, the Bush Administration has told Congress that arms control and strategic modernization must go hand in hand. Last year, Secretary Cheney stressed that the B-2 was essential to stability and U.S. security under a START regime. The same point was made about the MX and the Midgetman. Now, however, there are mixed signals on support for the rail garrison MX in the Administration, since the President has informally proposed to the Soviets a ban on mobile MIRVed systems in START. Moreover, the Air Force leaked the news that it was eliminating funding for the rail garrison MX program. To further complicate matters, the Soviets have asked to begin discussions on a follow-on negotiation for a START II Treaty. Although the U.S. has not agreed to follow-on START Talks, we are in a listening mode in Geneva even though work has not yet been completed on START.

Talking Points/Questions:
-- What is your view of what strategic modernization is essential to ensure U.S. security under a START regime?
-- Do we really need rail garrison MX or is it just a bargaining chip for arms control negotiations?
-- Would you want to place any conditions on U.S. agreement to begin negotiations on a follow-on to START, such as a minimum level of B-2 bombers? At what point would you oppose a START Treaty?

NATO AND SNF

Background:
As you know, the President announced last week that NATO should hold a summit on the future of Alliance policy for the 1990s, including defense needs, political mission, and the future of U.S. nuclear forces (the President also announced that he would terminate the Follow-on to Lance program (the U.S. short range nuclear system) and cancel the modernization of U.S. nuclear artillery shells).

Talking Points/Questions:
-- Do you think that NATO must remain a military alliance? or should it gradually become a political association?
-- With respect to short-range nuclear forces (SNF), do you believe that the U.S. must maintain a tactical nuclear capability in the air and on sea?

SUBJECT: POWELL CALLS FOR STRATEGY/FORCE STRUCTURE REVIEW

JCS CHAIRMAN COLLIN POWELL IS ASSERTING HIMSELF IN THE DEFENSE STRATEGY/BUDGET DEBATE FOR THE FIRST TIME. IN AN INTERVIEW LAST WEEK (REPORTED IN TODAY'S WASHINGTON POST), POWELL CALLED FOR A MAJOR REVIEW OF U.S. MILITARY STRATEGY, HARDWARE, AND DOCTRINE. HE SUGGESTED THAT THE ARMED FORCES COULD BE SCALED BACK BY 20% TO 25% OVER THE NEXT 4 YEARS. (HOWEVER, HE DID NOT DISCUSS BUDGET NUMBERS) FURTHER, POWELL IS ATTRIBUTED WITH COMMENTS SUGGESTING THAT HE IS TRYING TO GET THE MILITARY SERVICES TO TRULY RECOGNIZE AND RESPOND TO THE CHANGES IN THE THREAT.
ACCORDING TO KEN MYERS, POWELL MET WITH SENATOR LUGAR LAST WEEK FOR PRIVATE DISCUSSIONS ON A HOST OF ISSUES. OF PARTICULAR INTEREST WAS THE CHAIRMAN'S EXPRESSED CONCERN ABOUT CHENEY'S HANDLING OF THE DOD BUDGET AND THE DEPARTMENT'S DEALINGS WITH THE CONGRESS. POWELL HAD READ YOUR LETTER TO THE PRESIDENT REGARDING THE ADMINISTRATION'S LACK OF STRATEGY (MILITARY AND POLITICAL). POWELL TOLD LUGAR THAT HE AGREED WITH YOUR ASSESSMENT AND GAVE THE IMPRESSION THAT HE WOULD TRY TO FILL THAT VOID. POWELL SUGGESTED THAT THE "CIVILIAN LEADERSHIP" AT DOD WAS NOT PROVIDING THE GUIDANCE TO THE SERVICES NECESSARY FOR THEM TO TRULY RESTRUCTURE. SHOULD POWELL TAKE A VISIBLE ROLE OUR CHANCES WOULD BE IMPROVED.
