SCHEDULE FOR THE WEEK OF APRIL 23, 1990

TUESDAY, APRIL 24
THE SENATE WILL RECONVENE AT 3:00 P.M., AND CONDUCT A ROLL CALL VOTE ON THE PACKWOOD 2ND DEGREE AMENDMENT TO H.R. 1594, THE TARIFF BILL , DEALING WITH LOGS. THE MAJORITY LEADER HAS INDICATED THAT THE SENATE COULD BE IN SESSION LATE INTO THE EVENING, IN ORDER TO COMPLETE ACTION ON THE PENDING TARIFF BILL. THEREFORE, VOTES WILL OCCUR THROUGHOUT TODAY'S SESSION.

WEDNESDAY, APRIL 25
THE MAJORITY LEADER HAS INDICATED HIS DESIRE TO ASK THE SENATE TO APPOINT CONFEREES ON THE CHILD CARE BILL. IF THE BILL CAN BE SENT TO CONFERENCE, THEN IT WILL BE HIS INTENTION TO TURN TO H.R. 4404, THE SUPPLEMENTAL APPROPRIATIONS BILL FOR PANAMA, IF THE APPROPRIATIONS COMMITTEE HAS COMPLETED THEIR WORK ON THE BILL. THEREFORE, VOTES ARE EXPECTED TO OCCUR THROUGHOUT WEDNESDAY'S SESSION OF THE SENATE.

THURSDAY, APRIL 26
RESUME AND POSSIBLY COMPLETE ACTION ON THE SUPPLEMENTAL APPROPRIATIONS BILL. VOTES CAN BE EXPECTED, AND A LATE SESSION COULD OCCUR.

FRIDAY, APRIL 27
THE MAJORITY LEADER HAS INDICATED HIS DESIRE TO TAKE UP S. 543, THE JOB TRAINING PARTNERSHIP ACT, IF COMMITTEE WORK IS COMPLETED. A SHORT TIME AGREEMENT MAY BE ENTERED WITH RESPECT TO THE JOB TRAINING PARTNERSHIP ACT. ALSO, SENATOR MITCHELL WOULD LIKE TO TURN TO S. 137, THE CAMPAIGN FINANCING REFORM BILL. HOWEVER, IN KEEPING WITH THE MAJORITY LEADER'S LETTER OF APRIL 6, 1990, VOTES ARE NOT EXPECTED TO OCCUR AFTER THE HOUR OF 3:00 P.M. ON FRIDAY.

CAMPAIGN FINANCE REFORM DECISION ITEMS

I. POLITICAL ACTION COMMITTEES (PACS)
OPTION ONE: Ban all "special interest" PACs (corporate, union, and trade association PACs). Ban all non-connected or ideological PACS.
OPTION TWO: Ban all "special interest" PACs (corporate, union, and trade association PACs). Reduce contribution limits for non-connected or ideological PACs from $5,000 to either $2,500 (Administration Proposal) or $1,000.
OPTION THREE: Reduce contribution limits for "special interest" PACs and non-connected PACs from $5,000 to $1,000.

II. LIMITS ON OUT-OF-STATE CONTRIBUTIONS
Reduce from $1,000 to $500 the maximum allowable contribution by individuals residing outside of a candidate's home state.

III. BROADCAST REFORM
A. Longer Time Slots. Require television stations to provide five minutes per day for five-minute broadcasts by Senate candidates during the 45-day period preceding the general election. Broadcasters would be reimbursed through a special coordinated expenditure fund managed by the Senatorial Committees.
B. Enhanced Disclaimers. Require all political television broadcasts to include a full-screen picture of the sponsoring candidate stating that he has approved the broadcast advertisement.

SENATE LEADERSHIP
The Everett Mckinley Dirksen Congressional Leadership Research Center, in cooperation with the Commission on the Bicentennial of the United States Senate, will sponsor a conference, "Senate Party Leaders of the 20th Century," on Thursday, May 17, from 9 a.m. to 5 p.m. in the Dirksen Building auditorium. The conference culminates several years of meetings, research, and writing on the subject of congressional leadership, initiated and managed by the Dirksen Center with support from the Ford Foundation.
Former Majority Leader Howard Baker, senior advisor to the Dirksen Center, will open the conference, and consecutive panels will discuss the development of Senate majority and minority leadership in three historical periods, 1913-1933, 1933-1953, and 1953-1977, concentrating on the unique characteristics of leaders in each period. The conference will conclude with commentary by Senators Baker, Mitchell, and Dole.

CAMPAIGN TRAINING
A three-day training seminar and trade show will be held June 14-16 at the Washington Hilton Hotel. Top professionals from both parties -- who have collectively worked in more than 5,000 political campaigns -- will lead the discussions.
Sponsored by Campaigns & Elections magazine, the event is expected to draw over 300 participants and 25 exhibitors. In similar seminars over the past seven years, thousands of campaigners have received instruction from political professionals in "all the skills needed," the sponsors say, "to win and win again," including strategy, fundraising, targeting, polling, opposition research, media, and voter contact. The campaign school has become the largest independent political training organization in the world.
The three-day seminar will feature 40 speakers, over 50 classes, and 4 different seminar tracks to reflect the needs of different kinds of campaigns: challengers and incumbents, statewide and local, high and low budget, with or without television.
Registrants will have access to the country's largest Political Products and Services Expo, with booths for campaign software, direct mail shops, telemarketing firms, pollsters, bumper stickers and buttons, as well as leading associations and public interest groups.
