TO: SENATOR DOLE
FROM: DAN STANLEY
SUBJECT: YOUR MEETING WITH CHENEY
Your meeting with Secretary Cheney is scheduled for 3:00 pm on Thursday in your office. The following Senators have confirmed their attendance:
-- Senator Domenici
-- Senator Lugar
-- Senator Stevens
-- Senator Wallop
-- Senator Warner
Cheney called this meeting, probably in response to your letter to the President. He may want to try and smooth things over in order to tell the President that your concerns are taken care of. Cheney should be reminded that he gave this same group promises of "close cooperation" during your January meetings with him but that cooperation did not materialize. Talking points are attached.
For his part, Cheney may raise the following issues:
-- supplemental aid package
-- military personnel reprogramming
-- the major aircraft program review
One of the areas to address with both Cheney and the members is how Senate Republicans should coordinate their efforts to support the defense budget. Examples might include: you or Senator Lugar doing a floor speech and an op-ed on America's role in the changing world (sort of a "state of the world" piece to put the budget in context). Senator Warner could be asked to do floor speeches and an op-ed on what kind of forces are required. Senator Domenici might discuss the budget requirements of those forces and Senator Wallop could be asked to work specific defense programs ie, SDI, MX, etc. Coordinating in this way will help to keep other members from striking out on their own and would further strengthen our position. To do this successfully, input from Cheney would be very helpful.

TALKING POINTS FOR CHENEY MEETING
-- There is a problem. We have Republicans bailing out.
-- It would appear that you are talking to the Democrats but not us.
-- We must have an agenda that we can line up behind. The continuous state of change in your budget has our people sitting on their hands.
-- We need to respond to Nunn and Sasser in an organized fashion.
-- You should provide a point by point analysis of Nunn's speech indicating areas of agreement and disagreement.
-- We need to know the Administration's bottom line on strategic programs and on the overall dollar levels for defense.
-- You promised to work closely with us and the staff but this hasn't happened.
-- The debate must be elevated. Discussion must shift from percentages to strategy.
