You can be certain that I will fully consider your thoughtful comments on the minimum wage, the situation at Eastern, and the use of excess pension assets to finance merger activity. Believe me, Elizabeth and I would like nothing more than to see these tough issues resolved in a way that is acceptable both to President Bush and to people like yourself.
Lane, perhaps we should make these lunches a regular event. From my standpoint, I appreciate the opportunity to show your leaders that us Republicans aren't such bad folks after all.

Bob McGlotten (Director of Legislation, AFL-CIO) -- 51 years old. Recipient of the Congressional Black Caucus' 1981 William L. Dawson Award. Appointed Legislative Director in February 1986.
Lynn Williams (President, United Steelworkers) -- 65 years old. Born and raised in Canada, the son of a minister. Attended McMaster College in Hamilton, Ontario, and earned a degree in economics. Elected President in March 1986.

The following issues may be raised at your luncheon tomorrow:

(text) Yesterday, the House Education and Labor Committee voted to raise the minimum wage to $4.25 an hour over a two-year period. The bill also contains a 60-day training wage provision for startup employees with less than 2-month's working experience.
Last July, the Senate Labor Committee reported out -- by voice vote -- the minimum wage conference agreement previously vetoed by President Bush.

(text) Administration Position: At least publicly, the Administration is sticking to its guns: $4.25 an hour over three years and a 6-month training wage for new hires. According to Kathleen Herrington, the Labor Department is considering a 12-month cap on the total amount of time that any person can be paid at the training wage.
Eastern Airlines (handwritten) /Kirkland
(text) Senators Mitchell and Kennedy may introduce a bill that would require the Secretary of Transportation to create a "blue ribbon" Commission to investigate and make recommendations on the dispute between Eastern Air Lines and the International Machinists Union. The Commission would consist of three individuals: one selected by the Speaker of the House, one selected by the President Pro Tempore of the Senate, and one selected by the Secretary of Transportation.
The bill would require the Commission to report back to Congress within 45 days.
Questionable Neutrality. Although the Commission will be hailed as a neutral fact-finding body, it will, in effect, be controlled by a representative of organized labor. Why? Two of the members will be appointed by Democrats (the Speaker and the President Pro Tempore) and the third member will be appointed by a Republican (the Secretary of Transportation).
Disguised Presidential Emergency Board. Let's face it: The commission is really just a disguised Presidential Emergency Board, and the Senate has already weighed in on the merits of a PEB.
An Impossible Task. It will be impossible for the Commission to complete its work within 45 days. The current examiner, appointed by the Bankruptcy Court last April, is still conducting its own investigation and does not expect to finish up until November. And th Examiner has employed between 20 and 30 lawyers. Although the bill allows the Commission to hire staff, I hope it would not hire 20 or 30 lawyers.
