MEMORANDUM

TO: SENATOR DOLE

FROM: DENNIS SHEA

SUBJECT: BREAKFAST MEETING WITH ATTORNEY GENERAL THORNBURGH

The following is a list of issues that are of concern to the Republican Senators who will be attending tomorrow's breakfast meeting with Attorney General Thornburgh:

Thurmond -- death penalty
habeas corpus reform (supports limiting the time period for the filing of habeas petitions)
balanced budget amendment
flag amendment
federal debt collection

Packwood -- judicial nominations

Simpson -- the pace of nominations generally
consultation with Cabinet-level officials under the Refugee Act (who should be consulted: the Secretary of State or the Attorney General?)
status of Soviet Jews under the Refugee Act

Danforth -- product liability reform

Gramm -- prison overcrowding (opposes court-imposed jail cap orders requiring the release of prisoners)

McConnell -- tort reform
strengthening federal election fraud provisions (Biden-McConnell bill)
anti-pornography legislation (introduced bill that would give to the victims of sexual crimes a private right of action against the distributors of pornography

Rudman -- funding for drug war

Jeffords -- judicial nominations (current vacancy on the District Court for Vermont)
recent civil rights decisions -- (co-sponsor of bill with Metzenbaum that would overturn the Wards Cove decision that restricted the use of statistical evidence in Title VII cases)

Heinz -- NOTHING

I have also been informed that Thornburgh's two main concerns are 1) funding for the drug plan, and 2) funding for the enforcement provisions in the S&L bill. THORNBURGH'S STAFF HAS ALSO REQUESTED YOUR INTERVENTION IF THE SENATORS START CRITICIZING THORNBURGH FOR THE SLOW PACE OF JUDICIAL NOMINATIONS.
