Dear Commissioner Chapman:
I am considering introducing legislation to temporarily modify -- for the Bicentennial year only -- the residency requirements of 8 USC 1427(a) and 1430(a).
The effect of the proposed change would be to waive the final year of residency for those otherwise eligible to petition for naturalization during 1977. The intent, of course, would be to give an even greater meaning to the citizenship admission by allowing it to be consummated during our nation's 200th anniversary celebration.
Because there would be obvious administrative and procedural difficulties associated with this type of "speeding up" progress. I would be very much interested in the Service's comments regarding the propriety and feasibility of the measure. I am particularly concerned with the number of prospective citizens who might be affected and the probably petitioning cut-off date required for admission to be completed by December 31, 1975.
I appreciate your attention to his matter, and, should you favor the objective which is contemplated, look forward to working with you to bring about its enactment.
