REPUBLICAN PLAN --
-- Program crops and soybeans (should discuss adding sunflowers) at 35% / 65%. Democrats likely to offer a 40% deductible and a 65% payment rate. Republican plan would give a 1000 acre wheat farm more: $4665 / farm and 13 cents/bu.
-- Provide for a September baseline reestimate to cover program nonparticipants and nonprogram crops or the option of providing savings through reconciliation. All nonprogram producers qualify with a 35% deductible. Democrats will likely offer a 45% / 65% formula mandated.
The democratic plan, although providing an equal payment rate, will pay fewer program crop producers on less bushels at a significantly less per bushel rate. Their plan will cost upwards of $1 billion. They will try to shift about $200 million into FY '89.
QUESTIONS
Who will contact Democratic Senators?
Who will offer the proposal in Committee?
How to handle the question of reconciliation? Shouldn't have to address until September, unless the Democrats try to use savings to pay for their bill.
What is the next step if this proposal fails?
