MEMORANDUM
JULY 19, 1989
TO: SENATOR DOLE
FROM : MIRA BARATTA
SUBJECT: YOUR BREAKFAST MEETING WITH SECRETARY CHENEY
Since the DoD authorization bill comes to the floor next week, Secretary Cheney and the other Senators will probably focus on the bill's major issues.
BACKGROUND:
The Senate Armed Services Committee mark-up of the DoD bill was very close to the Administration's request -- the real problems will arise on the Senate floor and in Conference.
The House Armed Services Committee severely cut SDI -- to $3.8 billion ($1.1 billion less than the President's request). Congressman Bennett will try to reduce funding even further on the House floor, probably to $2.8 billion (the vote will probably be close). The House Armed Services Committee also cut funding for the B-2 bomber.
Potential Senate amendments of concern to the Administration are:
(1) amendments to reinstate funding for programs terminated by Cheney, such as the F-14, the V-22 Osprey, and the AH-64.
(2) amendments to cut strategic programs, including the B-2 bomber, the MX and Midgetman missiles, and SDI.
(3) arms control amendments.
Secretary Cheney has spent most of his time on the Hill in recent weeks on management reform (a good issue, but not critical to the DOD authorization debate) and the B-2 bomber. No doubt Cheney will raise the B-2 during your meeting and ask for support.
The B-2 issue is a political landmine, because of its price tag ($500 million per plane) and because the Air Force appears undecided on how to use it. Because of this, it is not wise to get out in front on the B-2. If asked about your support, it would be best to place the B-2 in the context of your overall support for the President's strategic modernization program.
In addition to raising B-2 at this meeting, Secretary Cheney will probably raise the issue of terminated programs and how the Congress needs to stick to these cuts.

You should know that Senator McCain wants to fund the AH-64 since its termination will result in the loss of around 12,000 jobs. McCain offered an amendment in Committee mark-up which failed. Also, the V-22 Osprey, if terminated according to the Administration's request, will mean the loss of some subcontract work in Kansas (it is a Bell-Boeing program) .
With regard to Senate arms control amendments, the biggest problems will be amendments to kill funding for nuclear weapons material production facilities -- The International Plutonium Control Act (sponsored by Kennedy, Wirth and Hatfield) ; and amendments to kill ASAT and SDI program testing (sponsored by Harkin and Kerry).
ISSUES YOU SHOULD RAISE :
-- For the Administration to help us defeat these amendments the following points need to be made now, before the bill comes to the floor:
* The President sees the B-2, MX, Midgetman and SDI as a package, and a bill that comes to him with only parts of the package will not receive his support (this point has not been adequately communicated on the Hill; this is a good way to hint at a veto).
* The Congress asked the President to make tough budget choices and the President has done that.
* Amendments to reinstate funding for terminated programs if successful will take funding away from other important programs.
-- The Administration must tell us at what level of funding will SDI not be able to achieve its objectives. We need to know at what dollar levels does the SDI program, as currently constructed, no longer make sense. This is essential in our fight against Senator Johnston's amendment to cut SDI (this one will be close as it was last year; he's starting with around 40-45 votes).
-- The Administration must be clear about how dangerous the nuclear weapons material ban is to our security and how it will hurt our deterrent. This is the new "nuclear freeze" and we have to start fighting it now.
-- Since most of these bad amendments will probably pass in the House (in addition, no doubt, to other bad amendments), the Administration needs to win in the Senate.

SUBJECT: THE END OF THE BREAKFAST MEETING WITH CHENEY
After you left the breakfast meeting with Secretary Cheney, the remaining Senators focused on the B-2 bomber. While all the Senators agreed that the technology was impressive, they argued about the B-2's mission. Some Senators, such as Cohen and Wilson thought we were spending a lot of money to let a bomber do a job that can be done by other strategic forces. Senators Warner and Wallop argued against that view and stated that if we have a START agreement, the B-2 will be needed to balance Soviet forces.
