MEETING WITH MARYLAND REPUBLICAN LEADERS

PURPOSE:
To meet and court key Maryland GOP leaders.

BACKGROUND:
The attendees at today's meeting are solid conservatives. Many worked with Don Devine in the 1980 Reagan campaign in Maryland. The majority heard your speech at the Maryland GOP Convention on December 6, 1986, where Dan Fleming was elected over Joe Dukert in the race for State Chairman. This group strongly supports the conservative Fleming.

The members of this group generally stick together on political causes or candidacies. They do not favor Bush. They are open to your candidacy. Jack Kemp's organization has contacted them. Kemp will hold a meeting at his home on March 3 with some of those attending this meeting. Kemp recently named former State GOP Chairman, Allan Levey, to his National Steering Committee. Many conservatives object to Levey and see Kemp's move as hurting his chances in Maryland.

This group is strongly pro-life, against tax increases, supportive of aid to the Contras and 100% pro-Reagan. A mention of your conservative ratings and leadership on conservative issues would be recommended.

None of those at today's meeting are committed to Bush or Kemp. Greg Washington, Kyo Jhin, Ed Gannon and Bill Shepard have committed to you. All others are open.

You will be addressing the Montgomery County Lincoln Day Dinner on March 10. Secretary Dole will address the Baltimore and Prince George's County Lincoln Day Dinners in early March.
