1. Catastrophic Health Insurance
2. Welfare Reform
3. Trade: Bentsen moving forward with hearings/consensus bill
• What are Administration's plans/timing?
• To what extent could we/should we work towards a Republican bill
4. Agriculture

C. Possible Congressional Legislative Agenda
1. Committee Funding Resolution: complete action on Wednesday
2. Highway Bill: Democrats would like to begin consideration this week.
Major Issues:
55 MPH
billboards
special projects
urban mass transit
3. Congressional Pay Raise: Freestanding Resolution likely late this week or early next week.
4. Funding for Contras: Unclear what Democrats will do. They have a division in their own ranks re: resolution of disapproval
5. PNET/TTBT TREATIES: Given deep division over verification language they may never come out of committee. If they do - SALT amendment likely
