YOUR LONGSTANDING ADVOCACY AND GRASS ROOTS INVOLVEMENT HAS ELEVATED AN AWARENESS OF THE INHERENT TALENTS OF PEOPLE WITH DISABILITIES. l'D LIKE TO WELCOME BILL HOWELL AND OTHERS TO TODAY'S LUNCHEON AS WE PAY TRIBUTE TO YOUR EFFORTS AT ENHANCING THE WORKFORCE TO INCLUDE PEOPLE WITH DISABILITIES.

ONLY IN THE PAST 20 YEARS HAVE WE TRULY BEGUN TO BREAK DOWN AGE OLD BARRIERS, WHICH DENIED TO DISABLED AMERICANS THE OPPORTUNITIES GUARANTEED IN OUR TRADITIONS AND LAWS. AND WE'VE COME THIS FAR BECAUSE OF EFFECTIVE PARTNERSHIPS WITH THE PRIVATE SECTOR AND MODEL PROGRAMS SUCH AS J.C. PENNEY'S.

I AM VERY PLEASED THAT PRESIDENT BUSH HAS ELEVATED THE DISABILITY RIGHTS MOVEMENT AND MADE THIS A TOP PRIORITY OF HIS ADMINISTRATION. AND I AM PROUD THAT THE SENATE HAS PASSED THE AMERICANS WITH DISABILITIES ACT. THE HOUSE IS EXPECTED TO FINISH ITS COMMITTEE WORK IN THE UPCOMING WEEKS AND I SUSPECT WE'LL SEE THE HOUSE VOTE ON THE BILL BEFORE SUMMER

THE ADA REPESENTS THE FIRST SIGNIFICANT LEGISLATIVE ACTION WHICH WILL PROHIBIT DISCRIMINATION AND PROMOTE THE FULL INTEGRATION AND EMPLOYABILITY OF ALL AMERICANS.
IT IS IN THE INTEREST OF ALL AMERICANS TO DECREASE THE COSTS OF DEPENDENCY AND INCREASE THE PRODUCTIVE CONTRIBUTIONS OF AMERICANS WITH DISABILITIES.

THE DISABLED WANT TO WORK; CAN WORK. THEY DESERVE THE CHANCE TO WORK. IT'S PART OF WHAT WE ALL CALL BEING AN AMERICAN. AND, AS I SAID, IF WE CAN ELIMINATE BARRIERS TO FULL EMPLOYMENT -- IT'S NOT ONLY THE DISABLED, BUT THIS WHOLE COUNTRY WHICH WILL BENEFIT.
I WANT THE PRIVATE SECTOR TO JOIN IN ENTHUSIASTICALLY -- BECAUSE THEY SEE THE BENEFITS THEY WILL DERIVE FROM BEING ABLE TO UTILIZE THE RESOURCE REPRESENTED BY THE DISABLED;

THE BOTTOM LINE IS CLEAR: DISCRIMINATION COSTS THE DISABLED DEARLY; COSTS THE PRIVATE SECTOR DEARLY; AND COSTS THE AMERICAN TAXPAYER DEARLY.
THE PRESIDENT HAS PROVIDED LEADERSHIP. THOSE OF US ON CAPITOL HILL ARE FOLLOWING THAT LEAD.
