To: SENATOR DOLE

Subject: SOUTH AFRICA WHITE HOUSE VETO ANNOUNCEMENT
on 1:30pm
The White House announcement that the President will veto the South African bill will increase pressure on you to take a more public position. In any case, it is also probably in your interest to see the issue resolved, one way or the other, as soon as possible.
Since the White House, as usual, appears to be floundering and not keeping us properly informed, leadership on this is probably up to you. I would again suggest that you convene a meeting -- this afternoon or tomorrow morning at the latest -- of some of the "swing" Republicans for a frank exploration of whether an Executive Order strategy is do-able and makes sense. If it does appear feasible, you could then give the White House a fish-or-cut-bait message; if the Senators' reacted negatively, we would advise the White House the game was over and get on to the override and other business.
Among those to consider inviting (all voted for the Senate bill but appear among the best possibilities for a switch): Boschwitz, Cochran, Domenici, Durenberger, Hatch, Kassebaum, McConnell, Nickles, Roth, Simpson, Stevens, Warner and Wilson.
With the base of 14 who voted against the bill, yourself and Goldwater (who was absent) and all or nearly all of the above list, you'd have a core of 25+ to work with -- enough to make the 34 feasible though certainly not easy.
