AGENDA CHAIRMEN'S MEETING
AUGUST 12, 1986

1. SCHEDULE FOR REMAINDER OF WEEK
TO DO:
Contras CLOTURE WEDNESDAY
South Africa
Conference Reports if any
Short term debt extension
Any items that can be cleared by consent including appropriations bills

· Votes will be kept to 15 minutes
· Conference committee meetings should be scheduled near the floor when possible

2. IMPEACHMENT
· Oath will be administered Thursday
· Summons will be issued
· Committee will be appointed

3. POST RECESS AGENDA
(DISTRIBUTE)

4. DRUGS
· House will move package week of September 10
. Letter has gone to Byrd and Committee Chairmen asking for suggestions on Senate initiative
· White House will likely release details of its plan sometime after the Congress reconvenes

NEED FOR DRUG LEGISLATION

Dear (Chairman):
As you know, the United States Senate has long been interested in eliminating the production, importation and use of illegal drugs.

In this Congress alone, the Senate has approved four measures which would go far in helping arrest the illegal drug epidemic in this country, only to see those initiatives fail to receive timely consideration by the House of Representatives.

Fortunately, the Speaker of the House has announced that a comprehensive drug control initiative will be considered by that Body during the second week of September. We might now have an opportunity to confront the serious drug problem of our Nation in a bipartisan, bicameral effort toward a drug-free America.

In that regard, your assistance in reviewing programs under the jurisdiction of your committee and determining what, if any, legislation will be necessary to combat drug supply and use would be most helpful.

I look forward to discussing this matter with you.

As you know, the United States Senate has long been interested in eliminating the production, importation and use of illegal drugs.

In this Congress alone, the Senate has approved four measures which would go far in helping arrest the illegal drug epidemic in this country, only to see those initiatives fail to receive timely consideration by the House of Representatives.

Fortunately, the Speaker of the House has announced that a comprehensive drug control initiative will be considered by that Body during the second week of September. Recognizing that we might now have an opportunity to confront the serious drug problem of our Nation, I would appreciate the opportunity to work with you in a bipartisan, bicameral effort toward a drug-free America.

It is my intention to contact the chairman of all standing committees to request their recommendations for legislation aimed at solving this problem and which could be approved by the 99th Congress.

Knowing of your strong convictions and determination against illicit drug use by our citizens, I would appreciate discussing this initiative with you.
