DAYS OF REMEMBRANCE OF THE VICTIMS OF THE HOLOCAUST
THANK YOU VERY MUCH ELIE. IT IS A GREAT HONOR TO ACCEPT THIS AWARD ON BEHALF OF THE HUNDREDS OF AMERICAN SOLDIERS WHO HELPED LIBERATE THE NAZI CONCENTRATION CAMPS 41 YEARS AGO, AND ON BEHALF, AS WELL, OF THE THOUSANDS OF US WORLD WAR II VETERANS WHO WERE NOT THERE PHYSICALLY, BUT WERE SPIRITUALLY.
TIME PASSES QUICKLY. FOR MANY OF US, THE YEARS SINCE THE END OF WORLD WAR II, SEEMS LIKE A WINK. MUCH HAS HAPPENED TO TO DISPLACE THE IMMEDIACY, THE HORROR OF THE WAR AND OUR INCREDULITY AT WHAT TOOK PLACE UNDER THE NAZI REIGN OF TERROR. YET NONE OF US WHO WERE ALIVE AND ESPECIALLY THOSE, LIKE I, WHO WERE IN EUROPE DURING THE WAR, CAN ESCAPE THE IMPACT IT HAD ON OUR LIVES. NOR SHOULD WE ESCAPE IT.
THAT IS WHAT THIS DAY OF REMEMBRANCE IS ALL ABOUT. REMEMBERING THAT OUR OWN HUMANITY, OUR DECENCY, IS ALWAYS HANGING IN THE BALANCE, THREATENED BY EVILS FROM WITHIN AND FROM OUTSIDE. AND IF WE LET DOWN OUR GUARD, IF WE REFRAIN FROM LENDING A HELPING HAND TO MEN AND WOMEN THE WORLD OVER WHO SIMPLY SEEK THE RIGHT TO BE FREE, THEN WE COULD CONFRONT ANOTHER, IF DIFFERENT, HOLOCAUST OURSELVES.

EARLIER THIS YEAR THE SENATE TOOK A STEP THAT MAKES CLEAR THAT THE UNITED STATES GOVERNMENT WILL NEVER FORGET. WE TOOK CARE OF A PIECE OF LONG-OVERDUE, UNFINISHED BUSINESS. BY AN OVERWHELMING VOTE, THE SENATE RATIFIED THE GENOCIDE CONVENTION, WHICH HAD BEEN APPROVED BY THE UNITED NATIONS BACK IN 1948.
AS I SAID DURING THE SENATE DEBATE, THE GENOCIDE TREATY HAS ENORMOUS SYMBOLIC VALUE AS A WORLDWIDE STATEMENT OF OUTRAGE AND CONDEMNATION OVER VERY REAL HORRORS -- AS REAL AS HITLER'S DEATH CAMPS.

AND AS A NATION THAT ENSHRINES HUMAN DIGNITY AND FREEDOM AS A GOD GIVEN RIGHT IN ITS CONSTITUTION, IT WAS INCUMBENT UPON US TO RATIFY THE GENOCIDE TREATY. AND I'M PROUD TO SAY WE FINALLY DID THAT, BY A VOTE OF 83-11.
THE MASSIVE TRAGEDY OF THE HOLOCAUST FELL UPON THE JEWS OF EUROPE. BUT THERE HAVE BEEN, ARE, AND COULD WILL BE OTHER EXAMPLES OF MAN'S INHUMANITY AGAINST MAN.
THE ONLY HOPE OF AVOIDING SUCH TRAVESTIES IS TO DO WHAT WE ARE DOING RIGHT NOW -- TO REMEMBER WHAT HAPPENED IN THE 1940'S SO THAT IT WILL NEVER HAPPEN AGAIN.
WE MUST CONTINUE TO WORK TOGETHER TO CREATE A WORLD IN WHICH THE HATRED OF PREJUDICE AND THE THREAT OF VIOLENCE WILL BE ONLY A MEMORY. THAT ALONE WILL BE A TRULY WORTHY MEMORIAL TO THOSE MILLIONS WHO LOST THEIR LIVES DURING THE HOLOCAUST.

WHY DO THE RIGHTEOUS SUFFER? IT IS A QUESTION WHICH HAS PLAGUED MAN THROUGHOUT HIS HISTORY. EVEN BEFORE GOD SPOKE TO JOB OUT OF THE WHIRLWIND, THERE WERE TRUE BELIEVERS WHOSE FAITH WAS FORGED IN THE CRUCIBLE OF INDIVIDUAL SUFFERING. IN TRIAL CAME TRIUMPH, IN VICTIMIZATION, VICTORY. AND YET NO CIVILIZATION WHICH VALUES LIFE AND ALL THAT MAKES LIFE WORTH LIVING CAN TAKE FOR GRANTED THE PERSECUTION AND DEGRADATION OF MEN AND WOMEN WHOSE ONLY "CRIME" IS THEIR ALLEGIANCE TO A POWER HIGHER THAN ANY STATE.

The Congressional Welcome for Natan (Anatoly) Shcharansky will begin at 11:00 a.m. this morning. We were notified late yesterday afternoon that Speaker O'Neill would like the top Leadership of both Houses to meet in his office, S. 204, at 10:30 a.m. to meet with Shcharansky, and then proceed together to the Rotunda at 10:55. We advised O'Neill's office and Shcharansky's representatives that you may have to be late because of this morning's White House meeting.
Attached is the list of House and Senate leaders invited to the 10:30 a.m. meeting. Also attached is the seating chart for the dais. Those leaders who will not be on the dais, will be seated on the front row.
The order of speakers will be:

-Shcharansky's remarks (20 minutes)

In addition, you should be aware that Senators Lautenburg and/or Byrd may be pushing this morning to be included in the program so they can present Shcharansky with a parchment copy of the gold medal bill we passed last week. We have taken the position that if any presentation should be made, you and O'Neill should do it since the program is already set and we are trying to keep it as short and simple as possible.

Dear Bob:
As you know, Soviet human rights leader Natan (Anatoly) Shcharansky will visit the United States next week to participate in activities demonstrating America's continued commitment to support human rights for Soviet Jewry.
Congress intends to honor Mr. Shcharansky's courage and dedication to this cause, and there are two pieces of legislation which provide us an excellent opportunity to do so. Those measures are H. Con. Res 329, permitting use of the Capitol Rotunda for a special ceremony for Mr. Shcharansky, and S. 2308, Senator Lautenberg's bill to authorize award of Congressional Gold Medals to Mr. Shcharansky and his wife, Avital.
Both pieces of legislation will permit the elected representatives of the American people to pay fitting tribute to two individuals who have labored so long, and suffered so much, to uphold the human freedoms all Americans hold dear. Therefore, I propose that the Senate act simultaneously, and expeditiously, to give overwhelming endorsement to both measures.
Few Americans are unaware of Natan Shcharansky's false imprisonment by the Soviet government as that repressive regime tried to silence his voice on behalf of individual freedoms in the Soviet Union. Similarly, few Americans do not know about the untiring campaign Mrs. Shcharansky waged worldwide to win freedom for her husband, and to promote human rights for so many others in the Soviet Union.
With little time remaining before Mr. Shcharansky's arrival, and with preparations necessary for any ceremony and awards, the Senate should pass both these measures without further delay. I look forward to working with you to achieve that objective, which would permit us to honor these two most deserving individuals who symbolize the international campaign for human rights.

MR. PRESIDENT:
TODAY THE SENATE WILL, I TRUST, APPROVE A RESOLUTION AUTHORIZING THE STRIKING OF THE CONGRESSIONAL GOLD MEDAL IN HONOR OF NATAN (ANATOLY) SHCHARANSKY AND HIS WIFE AVITAL. THE TIMING IS AUSPICIOUS, SINCE TODAY NATAN (ANATOLY) SHCHARANSKY ARRIVES IN THE UNITED STATES -- HIS FIRST TRIP OUTSIDE ISRAEL SINCE FEBRUARY 11 WHEN THE SOVIET UNION FINALLY LET HIM GO.
CONTEMPORARY SOCIETY PRODUCES FEW HEROES -- MEN AND WOMEN OF UNDENIABLE COURAGE AND STRENGTH. THERE ARE THOSE WHO, IN TIMES OF CRISIS, REACH BEYOND THEMSELVES AND SHOW HEROIC QUALITIES.

SHCHARANSKY WAS FINALLY RELEASED FROM THE SOVIET PRISON CAMP, WE DID NOT FORGET THE 15,000 SOVIET REFUSENIKS WHO HAVE APPLIED FOR, BUT BEEN DENIED, EXIT VISAS, AND ARE TORTURED AND CASTIGATED FOR THEIR EFFORT. NOR HAVE WE FORGOTTEN THE 400,000 SOVIET JEWS WHO HAVE INDICATED THAT THEY TOO WANT TO WANT TO EMIGRATE.
THE MEDALS FOR AVITAL AND NATAN (ANATOLY) SHCHARANSKY WILL DEMONSTRATE THIS COUNTRY'S RESPECT AND ESTEEM FOR THESE TWO MODERN HEROES. BUT THEY WILL ALSO SYMBOLIZE OUR SOLIDARITY WITH THE HUNDREDS OF THOUSANDS OF JEWS WHO REMAIN IN THE SOVIET UNION LIVING OUT A DAILY STRUGGLE TO ATTAIN THEIR FREEDOM.
AT THE END OF MR. SHCHARANSKY'S TRIAL HE SPOKE FOR ALL THESE JEWS WHEN HE SAID: "FOR MORE THAN 2,000 YEARS THE JEWISH PEOPLE, MY PEOPLE, HAVE BEEN DISPERSED. BUT WHEREVER THEY ARE, WHEREVER JEWS ARE FOUND, EVERY YEAR THEY HAVE REPEATED, 'NEXT YEAR IN JERUSALEM.'"

DAYS OF REMEMBRANCE OF THE VICTIMS OF THE HOLOCAUST
THANK YOU VERY MUCH ELIE. IT IS A GREAT HONOR TO ACCEPT THIS AWARD ON BEHALF OF THE HUNDREDS OF AMERICAN SOLDIERS WHO HELPED LIBERATE THE NAZI CONCENTRATION CAMPS 41 YEARS AGO, AND ON BEHALF, AS WELL, OF THE THOUSANDS OF US WORLD WAR II VETERANS WHO WERE NOT THERE PHYSICALLY, BUT WERE SPIRITUALLY.
TIME PASSES QUICKLY. FOR MANY OF US, THE YEARS SINCE THE END OF WORLD WAR II, SEEMS LIKE A WINK. MUCH HAS HAPPENED TO TO DISPLACE THE IMMEDIACY, THE HORROR OF THE WAR AND OUR INCREDULITY AT WHAT TOOK PLACE UNDER THE NAZI REIGN OF TERROR. YET NONE OF US WHO WERE ALIVE AND ESPECIALLY THOSE, LIKE I, WHO WERE IN EUROPE DURING THE WAR, CAN ESCAPE THE IMPACT IT HAD ON OUR LIVES. NOR SHOULD WE ESCAPE IT.
THAT IS WHAT THIS DAY OF REMEMBRANCE IS ALL ABOUT. REMEMBERING THAT OUR OWN HUMANITY, OUR DECENCY, IS ALWAYS HANGING IN THE BALANCE, THREATENED BY EVILS FROM WITHIN AND FROM OUTSIDE. AND IF WE LET DOWN OUR GUARD, IF WE REFRAIN FROM LENDING A HELPING HAND TO MEN AND WOMEN THE WORLD OVER WHO SIMPLY SEEK THE RIGHT TO BE FREE, THEN WE COULD CONFRONT ANOTHER, IF DIFFERENT, HOLOCAUST OURSELVES.

WE MUST CONTINUE TO WORK TOGETHER TO CREATE A WORLD IN WHICH THE HATRED OF PREJUDICE AND THE THREAT OF VIOLENCE WILL BE ONLY A MEMORY. THAT ALONE WILL BE A TRULY WORTHY MEMORIAL TO THOSE MILLIONS WHO LOST THEIR LIVES DURING THE HOLOCAUST.

WHY DO THE RIGHTEOUS SUFFER? IT IS A QUESTION WHICH HAS PLAGUED MAN THROUGHOUT HIS HISTORY. EVEN BEFORE GOD SPOKE TO JOB OUT OF THE WHIRLWIND, THERE WERE TRUE BELIEVERS WHOSE FAITH WAS FORGED IN THE CRUCIBLE OF INDIVIDUAL SUFFERING. IN TRIAL CAME TRIUMPH, IN VICTIMIZATION, VICTORY. Dear Bob:
As you know, Soviet human rights leader Natan (Anatoly) Shcharansky will visit the United States next week to participate in activities demonstrating America's continued commitment to support human rights for Soviet Jewry.
Congress intends to honor Mr. Shcharansky's courage and dedication to this cause, and there are two pieces of legislation which provide us an excellent opportunity to do so. Those measures are H. Con. Res 329, permitting use of the Capitol Rotunda for a special ceremony for Mr. Shcharansky, and S. 2308, Senator Lautenberg's bill to authorize award of Congressional Gold Medals to Mr. Shcharansky and his wife, Avital.
Both pieces of legislation will permit the elected representatives of the American people to pay fitting tribute to two individuals who have labored so long, and suffered so much, to uphold the human freedoms all Americans hold dear. Therefore, I propose that the Senate act simultaneously, and expeditiously, to give overwhelming endorsement to both measures.
Few Americans are unaware of Natan Shcharansky's false imprisonment by the Soviet government as that repressive regime tried to silence his voice on behalf of individual freedoms in the Soviet Union. Similarly, few Americans do not know about the untiring campaign Mrs. Shcharansky waged worldwide to win freedom for her husband, and to promote human rights for so many others in the Soviet Union.
With little time remaining before Mr. Shcharansky's arrival, and with preparations necessary for any ceremony and awards, the Senate should pass both these measures without further delay. I look forward to working with you to achieve that objective, which would permit us to honor these two most deserving individuals who symbolize the international campaign for human rights.

MR. PRESIDENT:
TODAY THE SENATE WILL, I TRUST, APPROVE A RESOLUTION AUTHORIZING THE STRIKING OF THE CONGRESSIONAL GOLD MEDAL IN HONOR OF NATAN (ANATOLY) SHCHARANSKY AND HIS WIFE AVITAL. THE TIMING IS AUSPICIOUS, SINCE TODAY NATAN (ANATOLY) SHCHARANSKY ARRIVES IN THE UNITED STATES -- HIS FIRST TRIP OUTSIDE ISRAEL SINCE FEBRUARY 11 WHEN THE SOVIET UNION FINALLY LET HIM GO.
CONTEMPORARY SOCIETY PRODUCES FEW HEROES -- MEN AND WOMEN OF UNDENIABLE COURAGE AND STRENGTH. THERE ARE THOSE WHO, IN TIMES OF CRISIS, REACH BEYOND THEMSELVES AND SHOW HEROIC QUALITIES.
BUT THE KIND OF HEROISM IT TAKES TO WITHSTAND EIGHT YEARS IN A SOVIET PRISON CAMP -- TO WITHSTAND CONSTANT AND PROLONGED INTERROGATION, MONTHS IN SOLITARY CONFINEMENT, HUNGER, LACK OF MEDICAL CARE, THE EVER-PRESENT THREAT OF EXECUTION, AND ALL THIS WITHOUT COMMUNICATION FROM THE OUTSIDE WORLD -- IS VERY RARE INDEED. NATAN (ANATOLY) SHCHARANSKY IS JUST SUCH A HERO.
NOR CAN WE FORGET HIS WIFE AVITAL, WHO FROM THE MOMENT SHE LEFT RUSSIA RIGHT AFTER THEY WERE MARRIED, BEGAN HER RELENTLESS CAMPAIGN TO FREE HER HUSBAND. AS A RESULT OF AVITAL SHCHARANSKY'S CRUSADE, THE WORLD AND ITS LEADERS WERE EDUCATED

ABOUT THE PLIGHT OF SOVIET JEWRY. AVITAL SHCHARANSKY GAVE UP ALL SEMBLANCE OF A PERSONAL LIFE -- HER LIFE BECAME HER DRIVE TO FREE NATAN (ANATOLY). AND BECAUSE OF HER PERSISTENCE, AND THE PUBLIC'S AWARENESS OF HER HUSBAND'S STRUGGLE, NATAN (ANATOLY) SHCHARANKSY WAS FINALLY RELEASED.
BUT THEY ARE NOT ALONE.
WHILE WE WERE ALL OVERJOYED IN FEBRUARY WHEN MR. SHCHARANSKY WAS FINALLY RELEASED FROM THE SOVIET PRISON CAMP, WE DID NOT FORGET THE 15,000 SOVIET REFUSENIKS WHO HAVE APPLIED FOR, BUT BEEN DENIED, EXIT VISAS, AND ARE TORTURED AND CASTIGATED FOR THEIR EFFORT. NOR HAVE WE FORGOTTEN THE 400,000 SOVIET JEWS WHO HAVE INDICATED THAT THEY TOO WANT TO WANT TO EMIGRATE.
THE MEDALS FOR AVITAL AND NATAN (ANATOLY) SHCHARANSKY WILL DEMONSTRATE THIS COUNTRY'S RESPECT AND ESTEEM FOR THESE TWO MODERN HEROES. BUT THEY WILL ALSO SYMBOLIZE OUR SOLIDARITY WITH THE HUNDREDS OF THOUSANDS OF JEWS WHO REMAIN IN THE SOVIET UNION LIVING OUT A DAILY STRUGGLE TO ATTAIN THEIR FREEDOM.
AT THE END OF MR. SHCHARANSKY'S TRIAL HE SPOKE FOR ALL THESE JEWS WHEN HE SAID: "FOR MORE THAN 2,000 YEARS THE JEWISH PEOPLE, MY PEOPLE, HAVE BEEN DISPERSED. BUT WHEREVER THEY ARE, WHEREVER JEWS ARE FOUND, EVERY YEAR THEY HAVE REPEATED, 'NEXT YEAR IN JERUSALEM.'"
THROUGH THEIR INDOMITABLE SPIRIT, THE SHCHARANSKY'S HAVE ACHIEVED THE DREAM OF JERUSALEM. MAY THEY SOON BE JOINED BY MANY MORE.

THANK YOU VERY MUCH ELIE. IT IS A GREAT HONOR TO ACCEPT THIS AWARD ON BEHALF OF THE HUNDREDS OF AMERICAN SOLDIERS WHO HELPED LIBERATE THE NAZI CONCENTRATION CAMPS 41 YEARS AGO, AND ON BEHALF, AS WELL, OF THE THOUSANDS OF US WORLD WAR II VETERANS WHO WERE NOT THERE PHYSICALLY, BUT WERE SPIRITUALLY.
TIME PASSES QUICKLY. FOR MANY OF US, THE YEARS SINCE THE END OF WORLD WAR II, SEEMS LIKE A WINK. MUCH HAS HAPPENED TO TO DISPLACE THE IMMEDIACY, THE HORROR OF THE WAR AND OUR INCREDULITY AT WHAT TOOK PLACE UNDER THE NAZI REIGN OF TERROR. Dear Bob:
As you know, Soviet human rights leader Natan (Anatoly) Shcharansky will visit the United States next week to participate in activities demonstrating America's continued commitment to support human rights for Soviet Jewry.
Congress intends to honor Mr. Shcharansky's courage and dedication to this cause, and there are two pieces of legislation which provide us an excellent opportunity to do so. Those measures are H. Con. Res 329, permitting use of the Capitol Rotunda for a special ceremony for Mr. Shcharansky, and S. 2308, Senator Lautenberg's bill to authorize award of Congressional Gold Medals to Mr. Shcharansky and his wife, Avital.
Both pieces of legislation will permit the elected representatives of the American people to pay fitting tribute to two individuals who have labored so long, and suffered so much, to uphold the human freedoms all Americans hold dear. Therefore, I propose that the Senate act simultaneously, and expeditiously, to give overwhelming endorsement to both measures.
Few Americans are unaware of Natan Shcharansky's false imprisonment by the Soviet government as that repressive regime tried to silence his voice on behalf of individual freedoms in the Soviet Union. Similarly, few Americans do not know about the untiring campaign Mrs. Shcharansky waged worldwide to win freedom for her husband, and to promote human rights for so many others in the Soviet Union.
With little time remaining before Mr. Shcharansky's arrival, and with preparations necessary for any ceremony and awards, the Senate should pass both these measures without further delay. I look forward to working with you to achieve that objective, which would permit us to honor these two most deserving individuals who symbolize the international campaign for human rights.

CONGRESSIONAL GOLD MEDAL FOR ANATOLY AND AVITAL SHCHARANSKY
MR. PRESIDENT:
TODAY THE SENATE WILL, I TRUST, APPROVE A RESOLUTION AUTHORIZING THE STRIKING OF THE CONGRESSIONAL GOLD MEDAL IN HONOR OF NATAN (ANATOLY) SHCHARANSKY AND HIS WIFE AVITAL. THE TIMING IS AUSPICIOUS, SINCE TODAY NATAN (ANATOLY) SHCHARANSKY ARRIVES IN THE UNITED STATES -- HIS FIRST TRIP OUTSIDE ISRAEL SINCE FEBRUARY 11 WHEN THE SOVIET UNION FINALLY LET HIM GO.
CONTEMPORARY SOCIETY PRODUCES FEW HEROES -- MEN AND WOMEN OF UNDENIABLE COURAGE AND STRENGTH. THERE ARE THOSE WHO, IN TIMES OF CRISIS, REACH BEYOND THEMSELVES AND SHOW HEROIC QUALITIES.
BUT THE KIND OF HEROISM IT TAKES TO WITHSTAND EIGHT YEARS IN A SOVIET PRISON CAMP -- TO WITHSTAND CONSTANT AND PROLONGED INTERROGATION, MONTHS IN SOLITARY CONFINEMENT, HUNGER, LACK OF MEDICAL CARE, THE EVER-PRESENT THREAT OF EXECUTION, AND ALL THIS WITHOUT COMMUNICATION FROM THE OUTSIDE WORLD -- IS VERY RARE INDEED. NATAN (ANATOLY) SHCHARANSKY IS JUST SUCH A HERO.
NOR CAN WE FORGET HIS WIFE AVITAL, WHO FROM THE MOMENT SHE LEFT RUSSIA RIGHT AFTER THEY WERE MARRIED, BEGAN HER RELENTLESS CAMPAIGN TO FREE HER HUSBAND. AS A RESULT OF AVITAL SHCHARANSKY'S CRUSADE, THE WORLD AND ITS LEADERS WERE EDUCATED

ABOUT THE PLIGHT OF SOVIET JEWRY. AVITAL SHCHARANSKY GAVE UP ALL SEMBLANCE OF A PERSONAL LIFE -- HER LIFE BECAME HER DRIVE TO FREE NATAN (ANATOLY). AND BECAUSE OF HER PERSISTENCE, AND THE PUBLIC'S AWARENESS OF HER HUSBAND'S STRUGGLE, NATAN (ANATOLY) SHCHARANKSY WAS FINALLY RELEASED.
BUT THEY ARE NOT ALONE.
WHILE WE WERE ALL OVERJOYED IN FEBRUARY WHEN MR. SHCHARANSKY WAS FINALLY RELEASED FROM THE SOVIET PRISON CAMP, WE DID NOT FORGET THE 15,000 SOVIET REFUSENIKS WHO HAVE APPLIED FOR, BUT BEEN DENIED, EXIT VISAS, AND ARE TORTURED AND CASTIGATED FOR THEIR EFFORT. NOR HAVE WE FORGOTTEN THE 400,000 SOVIET JEWS WHO HAVE INDICATED THAT THEY TOO WANT TO WANT TO EMIGRATE.
THE MEDALS FOR AVITAL AND NATAN (ANATOLY) SHCHARANSKY WILL DEMONSTRATE THIS COUNTRY'S RESPECT AND ESTEEM FOR THESE TWO MODERN HEROES. BUT THEY WILL ALSO SYMBOLIZE OUR SOLIDARITY WITH THE HUNDREDS OF THOUSANDS OF JEWS WHO REMAIN IN THE SOVIET UNION LIVING OUT A DAILY STRUGGLE TO ATTAIN THEIR FREEDOM.
AT THE END OF MR. SHCHARANSKY'S TRIAL HE SPOKE FOR ALL THESE JEWS WHEN HE SAID: "FOR MORE THAN 2,000 YEARS THE JEWISH PEOPLE, MY PEOPLE, HAVE BEEN DISPERSED. BUT WHEREVER THEY ARE, WHEREVER JEWS ARE FOUND, EVERY YEAR THEY HAVE REPEATED, 'NEXT YEAR IN JERUSALEM.'"
THROUGH THEIR INDOMITABLE SPIRIT, THE SHCHARANSKY'S HAVE ACHIEVED THE DREAM OF JERUSALEM. MAY THEY SOON BE JOINED BY MANY MORE.

DAYS OF REMEMBRANCE OF THE VICTIMS OF THE HOLOCAUST
THANK YOU VERY MUCH ELIE. IT IS A GREAT HONOR TO ACCEPT THIS AWARD ON BEHALF OF THE HUNDREDS OF AMERICAN SOLDIERS WHO HELPED LIBERATE THE NAZI CONCENTRATION CAMPS 41 YEARS AGO, AND ON BEHALF, AS WELL, OF THE THOUSANDS OF US WORLD WAR II VETERANS WHO WERE NOT THERE PHYSICALLY, BUT WERE SPIRITUALLY.
TIME PASSES QUICKLY. FOR MANY OF US, THE YEARS SINCE THE END OF WORLD WAR II, SEEMS LIKE A WINK. MUCH HAS HAPPENED TO TO DISPLACE THE IMMEDIACY, THE HORROR OF THE WAR AND OUR INCREDULITY AT WHAT TOOK PLACE UNDER THE NAZI REIGN OF TERROR. YET NONE OF US WHO WERE ALIVE AND ESPECIALLY THOSE, LIKE I, WHO WERE IN EUROPE DURING THE WAR, CAN ESCAPE THE IMPACT IT HAD ON OUR LIVES. NOR SHOULD WE ESCAPE IT.
THAT IS WHAT THIS DAY OF REMEMBRANCE IS ALL ABOUT. REMEMBERING THAT OUR OWN HUMANITY, OUR DECENCY, IS ALWAYS HANGING IN THE BALANCE, THREATENED BY EVILS FROM WITHIN AND FROM OUTSIDE. AND IF WE LET DOWN OUR GUARD, IF WE REFRAIN FROM LENDING A HELPING HAND TO MEN AND WOMEN THE WORLD OVER WHO SIMPLY SEEK THE RIGHT TO BE FREE, THEN WE COULD CONFRONT ANOTHER, IF DIFFERENT, HOLOCAUST OURSELVES.

EARLIER THIS YEAR THE SENATE TOOK A STEP THAT MAKES CLEAR THAT THE UNITED STATES GOVERNMENT WILL NEVER FORGET. WE TOOK CARE OF A PIECE OF LONG-OVERDUE, UNFINISHED BUSINESS. BY AN OVERWHELMING VOTE, THE SENATE RATIFIED THE GENOCIDE CONVENTION, WHICH HAD BEEN APPROVED BY THE UNITED NATIONS BACK IN 1948.
AS I SAID DURING THE SENATE DEBATE, THE GENOCIDE TREATY HAS ENORMOUS SYMBOLIC VALUE AS A WORLDWIDE STATEMENT OF OUTRAGE AND CONDEMNATION OVER VERY REAL HORRORS -- AS REAL AS HITLER'S DEATH CAMPS.

THE MASSIVE TRAGEDY OF THE HOLOCAUST FELL UPON THE JEWS OF EUROPE. BUT THERE HAVE BEEN, ARE, AND COULD WILL BE OTHER EXAMPLES OF MAN'S INHUMANITY AGAINST MAN.
THE ONLY HOPE OF AVOIDING SUCH TRAVESTIES IS TO DO WHAT WE ARE DOING RIGHT NOW -- TO REMEMBER WHAT HAPPENED IN THE 1940'S SO THAT IT WILL NEVER HAPPEN AGAIN.
WE MUST CONTINUE TO WORK TOGETHER TO CREATE A WORLD IN WHICH THE HATRED OF PREJUDICE AND THE THREAT OF VIOLENCE WILL BE ONLY A MEMORY. THAT ALONE WILL BE A TRULY WORTHY MEMORIAL TO THOSE MILLIONS WHO LOST THEIR LIVES DURING THE HOLOCAUST.

We were notified late yesterday afternoon that Speaker O'Neill would like the top Leadership of both Houses to meet in his office, S. 204, at 10:30 a.m. to meet with Shcharansky, and then proceed together to the Rotunda at 10:55. We advised O'Neill's office and Shcharansky's representatives that you may have to be late because of this morning's White House meeting.
Attached is the list of House and Senate leaders invited to the 10:30 a.m. meeting. Also attached is the seating chart for the dais. Those leaders who will not be on the dais, will be seated on the front row.
The order of speakers will be:

Dear Bob:
As you know, Soviet human rights leader Natan (Anatoly) Shcharansky will visit the United States next week to participate in activities demonstrating America's continued commitment to support human rights for Soviet Jewry.
Congress intends to honor Mr. Shcharansky's courage and dedication to this cause, and there are two pieces of legislation which provide us an excellent opportunity to do so. Those measures are H. Con. Res 329, permitting use of the Capitol Rotunda for a special ceremony for Mr. Shcharansky, and S. 2308, Senator Lautenberg's bill to authorize award of Congressional Gold Medals to Mr. Shcharansky and his wife, Avital.
Both pieces of legislation will permit the elected representatives of the American people to pay fitting tribute to two individuals who have labored so long, and suffered so much, to uphold the human freedoms all Americans hold dear. Therefore, I propose that the Senate act simultaneously, and expeditiously, to give overwhelming endorsement to both measures.
Few Americans are unaware of Natan Shcharansky's false imprisonment by the Soviet government as that repressive regime tried to silence his voice on behalf of individual freedoms in the Soviet Union. Similarly, few Americans do not know about the untiring campaign Mrs. Shcharansky waged worldwide to win freedom for her husband, and to promote human rights for so many others in the Soviet Union.
With little time remaining before Mr. Shcharansky's arrival, and with preparations necessary for any ceremony and awards, the Senate should pass both these measures without further delay. I look forward to working with you to achieve that objective, which would permit us to honor these two most deserving individuals who symbolize the international campaign for human rights.

MR. PRESIDENT:

ABOUT THE PLIGHT OF SOVIET JEWRY. AVITAL SHCHARANSKY GAVE UP ALL SEMBLANCE OF A PERSONAL LIFE -- HER LIFE BECAME HER DRIVE TO FREE NATAN (ANATOLY). AND BECAUSE OF HER PERSISTENCE, AND THE PUBLIC'S AWARENESS OF HER HUSBAND'S STRUGGLE, NATAN (ANATOLY) SHCHARANKSY WAS FINALLY RELEASED.

WHILE WE WERE ALL OVERJOYED IN FEBRUARY WHEN MR. SHCHARANSKY WAS FINALLY RELEASED FROM THE SOVIET PRISON CAMP, WE DID NOT FORGET THE 15,000 SOVIET REFUSENIKS WHO HAVE APPLIED FOR, BUT BEEN DENIED, EXIT VISAS, AND ARE TORTURED AND CASTIGATED FOR THEIR EFFORT. NOR HAVE WE FORGOTTEN THE 400,000 SOVIET JEWS WHO HAVE INDICATED THAT THEY TOO WANT TO WANT TO EMIGRATE.
THE MEDALS FOR AVITAL AND NATAN (ANATOLY) SHCHARANSKY WILL DEMONSTRATE THIS COUNTRY'S RESPECT AND ESTEEM FOR THESE TWO MODERN HEROES. BUT THEY WILL ALSO SYMBOLIZE OUR SOLIDARITY WITH THE HUNDREDS OF THOUSANDS OF JEWS WHO REMAIN IN THE SOVIET UNION LIVING OUT A DAILY STRUGGLE TO ATTAIN THEIR FREEDOM.
AT THE END OF MR. SHCHARANSKY'S TRIAL HE SPOKE FOR ALL THESE JEWS WHEN HE SAID: "FOR MORE THAN 2,000 YEARS THE JEWISH PEOPLE, MY PEOPLE, HAVE BEEN DISPERSED. BUT WHEREVER THEY ARE, WHEREVER JEWS ARE FOUND, EVERY YEAR THEY HAVE REPEATED, 'NEXT YEAR IN JERUSALEM.'"
