MAIN PURPOSES OF MEETING: (1) Hear Shultz's response to your letter calling for military aid to UNITA. I am told he will say the Administration will provide the anti-tank and anti-air weapons UNITA needs, through a covert program. If Durenberger is there, as expected, you can get his view of the current position of the Intelligence Committee.

(2) Discuss, and hopefully decide, whether or not to go ahead with an Angolan resolution. As you will recall, Lugar doubts he has the votes to get a good resolution out of Foreign Relations. If the best course is letting the resolution die, it would be helpful to make this a collective decision, to cover your right flank from the charge that you scuttled pro-Angola legislation.

Lee Hamilton has introducted a bill in the House which would preclude any aid to UNITA without Congressional approval through a joint resolution -- in effect, renewing the Clark Amendment. Republican staff on House Intelligence think Hamilton's bill is likely to pass, but Republican staff on Foreign Affairs think there is a good chance of beating it. Voting down the Hamilton bill, either in the House or Senate, could serve as a public, though back-hand, endorsement of aid for UNITA, in lieu of a resolution.
