A. Reconciliation
○ Meeting of Chairmen scheduled today (Rostenkowski, Packwood, Gray, Domenici, ?Breaux, McClure)
B. Rescissions, Deferrals, Supplementals
○ Administration forwarded 77 new rescissions and 27 referrals. Some of these may be necessary to offset cost of supplemental.
○ Expected supplemental requests include:
○ Nicaragua
○ CCC
○ IRS
○ Embassy Security
○ Foster Care/Adoption Assistance
C. 1986 Sequestration Order
○ Question has arisen as to (a) whether we should legislate sequester before Supreme Court ruling (b) try to come up with an alternative to the sequester order.

o Our Budget Committee is not inclined to do either given how little time there is.
○ Legislating could be very risky as we have very little in the way of protection under the rules once we are on the floor--no time limits etc.
○ We would likely be forced to vote on a number of difficult/sensitive issues which will face us again when we debate 1987 Budget Resolution.
○ The Committees had no time to give us their recommendations for changes so it would be difficult to reorder priorities.
