Reauthorization of child nutrition programs. Staff agreement has been reached in Conference. Resolution expected after recess.

Non-technical amendments to 1985 farm bill. Changes include determination of program payment yields for 1986 and 1987 crops, method for achieving G-R-H savings for dairy, and possibly authority to prohibit production of non-program crops on underplanted acreage.

APPROPRIATIONS

An additional CCC Supplemental will be necessary for approximately $7.9B sometime in late February.

IRS supplemental requested in addition to a request to provide additional funds for upgrading the security at U.S. embassies. As a result of changes incorporated into Gramm-Rudman, savings will have to be realized in other areas in order to consider these additions.

The 13 regular appropriations bills for FY 1987 will also need to be considered. Gramm/Rudman requires that the House complete action on all appropriations bills by June 10.

DOD Reorganization. The SASC Task Force on Defense Reorganization met in closed session on Wednesday, January 29, to consider draft legislation. SASC's number one priority. They intend to do little else in committee until hearings are completed. Hearings are scheduled for all of this week and possibly next. While wishful thinking, it is SASC's hope to complete action on DOD Reorganization by the end of next week making it possible to take the bill to the floor the first March.

Tax Extensions Bill

It is likely that Ways and Means will mark up a tax extensions bill in the near future. The bill will likely include not only the continuation of the cigarette tax but also a number of the tax provisions which expired in December, for example, the R&D tax credit. Prior to the adjournment at Christmas, Ways and Means sent us an extensions bill which contained not only extensions but some of the policy changes incorporated into their tax bill.

S. 1404 -- Japan Trade Bill (on the calendar)
S. 942 -- Telecommunication Bill (on the calendar)

Canada Free Trade Zone -- vote in Finance Committee by late April, early May on whether to permit the Administration to formally enter into negotiations with Canada.

S. 1860 - Bipartisan Trade Bill -- Hearings will not occur before March. The House Ways and Means Committee will turn their attention to trade early this year. The Ways and Means Committee Majority staff are putting together a bill at this time and Rostenkowski is talking about a "trade retreat" in mid-March (14-16).
