A Campaign for the 100th Congress of the United States

More than simply another election

American voters will elect members to the 100th Congress in 1986. When they do, American political and legislative history will be changed. This is a significant event that requires careful thought and preparation, for it will be a watershed election as few have ever been.

1986 presents a difficult and critical test for the Republican Party. Twenty-two Republican Senate seats are up for reelection. Vacancies continue to grow. Senate seats once believed to be strongly Republican are no longer so because of radical shifts in population.

Every effort must be made to support the incumbent Senators and targeted challengers in their Senate bids . That is purpose of Campaign America: The 100th Congress -- to make the extra effort by providing the winning margin to maintain a Republican Senate and build a more Republican Congress.

Campaign America: The 100th Congress
What it will do

First, it will help keep control of the U.S. Senate in Republican hands by helping candidates win their campaigns.

Second, it will give the U.S. Senate Majority Leader the tools he needs to help build the competitiveness of challenger campaigns.

Third, it will focus attention on the incumbent races that face the greatest challenge from the opposition.

And finally, Campaign America: The 100th Congress will work with national and state organizations so that the groundwork and efforts made today will translate into a stronger Party organization in the future.

The Programs

National Co-Chairman -- individuals who will raise $30,000 each when and where the need is greatest.

The 100th Congress Committee -- a charter committee of 100 $5,000 contributors who provide the seed funds for the incumbent support program.

100th Congress Dinners -- 6 dinners jointly sponsored for the most important target candidates, the first to be held in Washington, D.C.

Majority Leader's 8600 Joint Trust -- a national, direct mail and small event effort to raise funds and pledges for the targeted challengers.

*I am delighted you took the time to be here today. You have busy schedules and many other things to do.

*You represent the first step in building a national organization which will help me as Majority Leader in the Campaigns of 1986.

*You are friends, people who care about what happens to the Republican Party. We have an enormous amount of work ahead if we are to succeed.

*Also here today are some of the people who will be running things from day to day, to make sure everything is in place.

*In a moment, you'll hear a little about the program, some of the immediate challenges before us, and have a chance to add some thoughts of your own.

*But now, I want to again thank you for helping me take this first step in a twelve month program that is essential to me as Majority Leader and the many candidates you will ultimately help.

RE: NATIONAL CO-CHAIRMAN MEETING AND LUNCHEON MEETING: NOV. 18

Following is a proposed agenda for the meeting and subsequent luncheon on November 18th of the National Co-Chairmen meeting. Also enclosed are some thoughts on the nature of the message to be delivered and what we are really trying to accomplish with this effort.

GENERAL

The National Co-Chairman effort is being established to assist Senator Dole and Campaign America in raising funds for CA and candidates directly. It is being formed because the Senator cannot do all of the work himself, and it's advantageous to have a few others who will share responsibility to raise and organize.

This is also the beginnings of a national fundraising network, constructed on a horizontal rather than a vertical basis. As such, there are no limits to the number of Co-Chairmen, only the jobs which we will be asking them to complete. There are no "upper management" structures such a vice-chairmen, regional chairman or finance chairman--these require precisely the right people to get the work done.

Instead, the horizontal approach allows each Co-Chair to work directly with Senator Dole, you, me or whomever to complete the task. In time, those who produce will rise to the surface and those who don't will not obstruct progress.

The qualifications for this group are simple--the ability to raise $30,000 whenever and for whomever Senator Dole asks them. Their potential leanings in future campaigns is of little interest, though it makes sense to ask those who are willing to help first, then work on the less disposed later.

The first task before the Co-Chairs is the January Blitz. Clink has designed a flexible scheduling format which should be presented to the group on that day as an opportunity to have ten days to accomplish the maximum amount possible with the Senator's time.

The second task is recruitment of our gala supporters and organizers in the five target cities of New York, Chicago, Miami, Dallas and Los Angeles.

The third task is helping some of the targeted candidates with fundraising events outside their respective states, with our without the help of Senator Dole.

A fourth more general responsibility is to gather occasionally in Washington or other major cities for "recruitment" meetings of additional Co-Chairs. It is a certainty that we will need to refresh the ranks on a regular basis.

Given the above tasks are not completely exclusive, the attached agenda is designed to cover each, and a question and answer period available to ask for ideas, different approaches, etc. At the end of the briefing, a staff person from the Senate committee will briefly the target Senate races. Clink has suggested we have legal counsel and Amy Gilbert present during Q.&A. to handle FEC questions.

Lunch will provide an opportunity to review and clarify what has been discussed, and give the Senator a chance to reinforce the direction being taken.

As a closing thought, the Senator should be available to open the meeting at the Capitol Hill Club, and then depart during the more technical discussions. He will have a chance to talk with everyone over lunch in his office conference room.

A Campaign for the 100th Congress of the United States

More than simply another election

American voters will elect members to the 100th Congress in 1986. When they do, American political and legislative history will be changed. This is a significant event that requires careful thought and preparation, for it will be a watershed election as few have ever been.

1986 presents a difficult and critical test for the Republican Party. Twenty-two Republican Senate seats are up for reelection. Vacancies continue to grow. Senate seats once believed to be strongly Republican are no longer so because of radical shifts in population.

Every effort must be made to support the incumbent Senators and targeted challengers in their Senate bids . That is purpose of Campaign America: The 100th Congress -- to make the extra effort by providing the winning margin to maintain a Republican Senate and build a more Republican Congress.

Campaign America: The 100th Congress
What it will do

First, it will help keep control of the U.S. Senate in Republican hands by helping candidates win their campaigns.

Second, it will give the U.S. Senate Majority Leader the tools he needs to help build the competitiveness of challenger campaigns.

Third, it will focus attention on the incumbent races that face the greatest challenge from the opposition.

And finally, Campaign America: The 100th Congress will work with national and state organizations so that the groundwork and efforts made today will translate into a stronger Party organization in the future.

The Programs

National Co-Chairman -- individuals who will raise $30,000 each when and where the need is greatest.

The 100th Congress Committee -- a charter committee of 100 $5,000 contributors who provide the seed funds for the incumbent support program.

100th Congress Dinners -- 6 dinners jointly sponsored for the most important target candidates, the first to be held in Washington, D.C.

Majority Leader's 8600 Joint Trust -- a national, direct mail and small event effort to raise funds and pledges for the targeted challengers.

Following is a proposed agenda for the meeting and subsequent luncheon on November 18th of the National Co-Chairmen meeting. Also enclosed are some thoughts on the nature of the message to be delivered and what we are really trying to accomplish with this effort.

GENERAL

The National Co-Chairman effort is being established to assist Senator Dole and Campaign America in raising funds for CA and candidates directly. It is being formed because the Senator cannot do all of the work himself, and it's advantageous to have a few others who will share responsibility to raise and organize.

This is also the beginnings of a national fundraising network, constructed on a horizontal rather than a vertical basis. As such, there are no limits to the number of Co-Chairmen, only the jobs which we will be asking them to complete. There are no "upper management" structures such a vice-chairmen, regional chairman or finance chairman--these require precisely the right people to get the work done.

Instead, the horizontal approach allows each Co-Chair to work directly with Senator Dole, you, me or whomever to complete the task. In time, those who produce will rise to the surface and those who don't will not obstruct progress.

The qualifications for this group are simple--the ability to raise $30,000 whenever and for whomever Senator Dole asks them. Their potential leanings in future campaigns is of little interest, though it makes sense to ask those who are willing to help first, then work on the less disposed later.

The first task before the Co-Chairs is the January Blitz. Clink has designed a flexible scheduling format which should be presented to the group on that day as an opportunity to have ten days to accomplish the maximum amount possible with the Senator's time.

The second task is recruitment of our gala supporters and organizers in the five target cities of New York, Chicago, Miami, Dallas and Los Angeles.

The third task is helping some of the targeted candidates with fundraising events outside their respective states, with our without the help of Senator Dole.

A fourth more general responsibility is to gather occasionally in Washington or other major cities for "recruitment" meetings of additional Co-Chairs. It is a certainty that we will need to refresh the ranks on a regular basis.

Given the above tasks are not completely exclusive, the attached agenda is designed to cover each, and a question and answer period available to ask for ideas, different approaches, etc. At the end of the briefing, a staff person from the Senate committee will briefly the target Senate races. Clink has suggested we have legal counsel and Amy Gilbert present during Q.&A. to handle FEC questions.

Lunch will provide an opportunity to review and clarify what has been discussed, and give the Senator a chance to reinforce the direction being taken.

As a closing thought, the Senator should be available to open the meeting at the Capitol Hill Club, and then depart during the more technical discussions. He will have a chance to talk with everyone over lunch in his office conference room.

A Campaign for the 100th Congress of the United States

More than simply another election

American voters will elect members to the 100th Congress in 1986. When they do, American political and legislative history will be changed. This is a significant event that requires careful thought and preparation, for it will be a watershed election as few have ever been.

1986 presents a difficult and critical test for the Republican Party. Twenty-two Republican Senate seats are up for reelection. Vacancies continue to grow. Senate seats once believed to be strongly Republican are no longer so because of radical shifts in population.

Every effort must be made to support the incumbent Senators and targeted challengers in their Senate bids . That is purpose of Campaign America: The 100th Congress -- to make the extra effort by providing the winning margin to maintain a Republican Senate and build a more Republican Congress.

Campaign America: The 100th Congress
What it will do

First, it will help keep control of the U.S. Senate in Republican hands by helping candidates win their campaigns.

Second, it will give the U.S. Senate Majority Leader the tools he needs to help build the competitiveness of challenger campaigns.

Third, it will focus attention on the incumbent races that face the greatest challenge from the opposition.

And finally, Campaign America: The 100th Congress will work with national and state organizations so that the groundwork and efforts made today will translate into a stronger Party organization in the future.

The Programs

National Co-Chairman -- individuals who will raise $30,000 each when and where the need is greatest.

The 100th Congress Committee -- a charter committee of 100 $5,000 contributors who provide the seed funds for the incumbent support program.

100th Congress Dinners -- 6 dinners jointly sponsored for the most important target candidates, the first to be held in Washington, D.C.

Majority Leader's 8600 Joint Trust -- a national, direct mail and small event effort to raise funds and pledges for the targeted challengers.

Following is a proposed agenda for the meeting and subsequent luncheon on November 18th of the National Co-Chairmen meeting. Also enclosed are some thoughts on the nature of the message to be delivered and what we are really trying to accomplish with this effort.

GENERAL

The National Co-Chairman effort is being established to assist Senator Dole and Campaign America in raising funds for CA and candidates directly. It is being formed because the Senator cannot do all of the work himself, and it's advantageous to have a few others who will share responsibility to raise and organize.

This is also the beginnings of a national fundraising network, constructed on a horizontal rather than a vertical basis. As such, there are no limits to the number of Co-Chairmen, only the jobs which we will be asking them to complete. There are no "upper management" structures such a vice-chairmen, regional chairman or finance chairman--these require precisely the right people to get the work done.

Instead, the horizontal approach allows each Co-Chair to work directly with Senator Dole, you, me or whomever to complete the task. In time, those who produce will rise to the surface and those who don't will not obstruct progress.

The qualifications for this group are simple--the ability to raise $30,000 whenever and for whomever Senator Dole asks them. Their potential leanings in future campaigns is of little interest, though it makes sense to ask those who are willing to help first, then work on the less disposed later.

The first task before the Co-Chairs is the January Blitz. Clink has designed a flexible scheduling format which should be presented to the group on that day as an opportunity to have ten days to accomplish the maximum amount possible with the Senator's time.

The second task is recruitment of our gala supporters and organizers in the five target cities of New York, Chicago, Miami, Dallas and Los Angeles.

The third task is helping some of the targeted candidates with fundraising events outside their respective states, with our without the help of Senator Dole.

A fourth more general responsibility is to gather occasionally in Washington or other major cities for "recruitment" meetings of additional Co-Chairs. It is a certainty that we will need to refresh the ranks on a regular basis.

Given the above tasks are not completely exclusive, the attached agenda is designed to cover each, and a question and answer period available to ask for ideas, different approaches, etc. At the end of the briefing, a staff person from the Senate committee will briefly the target Senate races. Clink has suggested we have legal counsel and Amy Gilbert present during Q.&A. to handle FEC questions.

Lunch will provide an opportunity to review and clarify what has been discussed, and give the Senator a chance to reinforce the direction being taken.

As a closing thought, the Senator should be available to open the meeting at the Capitol Hill Club, and then depart during the more technical discussions. He will have a chance to talk with everyone over lunch in his office conference room.
