Having spent the first seven months of the year focused on almost no other issue but deficit reduction, I can say I am somewhat disappointed with the final outcome. Nevertheless, the problem is not likely to go away so we keep trying to nibble away at it.

I was also quite fascinated by your view (certainly a minority opinion from Texas) that the oil industry could survive a major tax overhaul which would take away all special tax incentives. There is no doubt that you are correct that many of these special tax breaks have distorted economic decision making to the detriment of the overall economy.

After our meeting I checked and found that an across-the-board freeze would reduce Federal spending by about $38 billion in Fiscal Year 1986. The compromise budget package that finally was agreed upon would reduce spending by about $56 billion in 1986, so at least on paper, we are doing better than a freeze. Whether we can actually achieve these savings remains to be seen.

I was also quite fascinated by your view (certainly a minority opinion from Texas) that the oil industry could survive a major tax overhaul which would take away all special tax incentives. There is no doubt that you are correct that many of these special tax breaks have distorted economic decision making to the detriment of the overall economy.

After our meeting I checked and found that an across-the-board freeze would reduce Federal spending by about $38 billion in Fiscal Year 1986. The compromise budget package that finally was agreed upon would reduce spending by about $56 billion in 1986, so at least on paper, we are doing better than a freeze. Whether we can actually achieve these savings remains to be seen.
