MEMORANDUM

To: Senator Dole

Re: USIA Amendment/ Foreign Relations Authorization (S. 1281)

These has been a small change of plans regarding your USIA amendment to Foreign Relations authorization. The Committee on Foreign Relations decided this morning to only submit technical amendments as a Committee package; all other amendments need to be introduced. I am double-checking with the Dems bill manager, and as soon as I again confirm your amendment is cleared, I will put the floor statement and amendment text in the press office.
Incidentally, I also understand that Senators Kerry and Helms may also make a statement in support of your amendment.

Mira Randy are also apprised of this change of plans.

Thanks.
