THIS AMENDMENT WOULD, IN FACT, NULLIFY THE EFFECTIVENESS OF THE BILL IN MANY HARD-CORE COUNTIES OF THE SOUTH WHERE IT IS MOST URGENTLY NEEDED AND WHERE CITIZENS HAVE SUFFERED MOST TO BRING THE BILL ABOUT.
