THIS AMENDMENT WOULD, IN FACT, NULLIFY THE EFFECTIVENESS OF THE BILL IN MANY HARD-CORE COUNTIES OF THE SOUTH WHERE IT IS MOST URGENTLY NEEDED AND WHERE CITIZENS HAVE SUFFERED MOST TO BRING THE BILL ABOUT. PLEASE DO NOT RENDER THEIR SUFFERING AND SACRIFICE VAIN AND THIS VITAL LEGISLATION INEFFECTIVE. DEFEAT THE MCCULLOCH AMENDMENT.
