Thank you for your letter on the Civil Rights Act of 1990. I appreciated hearing from you.

As you may know, I voted against this legislation. Although the bill may wear the "civil rights" label, it would do nothing more than impose hiring quotas on American employers. Congress did not exempt itself from the provisions of this act. My objections to the Civil Rights Act of 1990 are outlined in more detail in the enclosed press statement.
The House recently passed its own version of the bill. The two chambers will now have to convene a conference to resolve the differences in the two bills. It is my hope that the conferees will take this opportunity to produce responsible legislation which can be truly called a "civil rights" bill.
