"I'm opposed to quotas. I don't think advocacy of quotas or preferences is going to solve the problem. Once you start down that road, you'll soon find yourself engaged in reverse discrimination. When you protect one group for some reason, that's affirmative action, but it's also reverse discrimination.
"I do think government has a responsibility, along with the private sector, to seek out people who have lacked the opportunities and advantages of others. All of us ought to be out there looking for qualified people. If you can find somebody in a minority group -- black, Hispanic, whatever -- and they're qualified, then go for it. We have that responsibility. But I stop short when you start talking about quotas and preferences."
