President Raúl Alfonsín has asked me to express to you his highest appreciation for the Joint Meeting of Congress he had the honor to address on March 20 during his state visit to your country.
He was deeply moved by the warm reception offered to him and felt that the Meeting itself was a tribute to Argentina's struggle to consolidate democracy. Mr. Alfonsín was also honored by your presence and that of other distinguished Senators on the committee that conducted him onto the floor of the House of Representatives.

The President of the Republic of Argentina, Raul Alfonsin, will be in Washington on a State Visit on the 19th and 20th of March invited by President Reagan. On that occasion it would be a high honor for him to address a Joint Meeting of the Congress of the United States.
The last constitutional President of Argentina to visit your country was Arturo Frondizi, who in 1959 had the privilege of addressing a Joint Meeting of the Congress of the United States.
We believe that the exceptional character of a Joint Meeting of Congress is in keeping with the recent strong trend towards democracy in the hemisphere that President Alfonsin symbolizes throughout Latin America.
