HOUSE-SENATE LEADERSHIP MEETING
January 24, 1985
House and Senate Committee ratios (See attached chart)
Deficit reduction package
Committee Chairmen have been asked to provide their comments on possible savings initiatives within their committee's jurisdiction by this Friday.
Once the recommendations have been compiled they will be reviewed by the Republican Conference. We are hopeful that we will have a clear sense of what is actually achievable by February 1.
It is hoped that the Budget Committee can meet and report out a Budget Resolution containing a reconciliation instruction on the full package soon after the Lincoln Day recess.
Administration tax reform package
Based on Jim Baker's testimony before the Finance Committee, we anticipate that the Administration will indicate strong support for tax reform, but that it will be some months before we get a detailed blueprint of an Administration bill. O Therefore, while tax reform will be an equal priority to deficit reduction, it will inevitably lag behind in timing.
MX Missile vote
The vote on the MX cannot occur before March 1, which is the earliest date the President can submit his report.
Once the report is submitted, two resolutions will be introduced, one going to the Appropriations Committee.
Therefore, the President can control to some extent the timing of the vote on this issue.

Other Issues
Farm Bill
Administration bill due to Congress by February 11.
Senator Helms is working on his own bill
Some consideration given to including the farm bill in the reconciliation process.
Grove City legislation
I will be reintroducing the 1984 Grove City Compromise today with diverse group of 11 Republican cosponsors -- Hatch, Simpson, Hatfield, Grassley, Gorton, Warner, Specter, Wilson, Pressler, Trible, Abdnor
This bill would overturn last year's Grove City ruling by clarifying that where an education institution receives Federal funds, the entire institution must comply with Federal antidiscrimination mandates, not just the specific department that gets the money.
The bill also provides that in circumstances not involving education institutions, pre-Grove City law should apply.
The race, handicap, and age discrimination statues would be amended as well as Title IX.
Future joint meetings
Perhaps monthly?
