Senator Birch Bayh's introduction of Senate Bill 3496, the Small Business Nonprofit Organization Patent Procedures Act on the Senate floor. It is a bill to amend title 35 of the United States Senate code to establish a uniform federal patent procedure for small businesses and nonprofit organizations; to create a consistent policy and procedure concerning patentability of inventions made with Federal assistance; and for other related purposes. This bill would later become the University and Small Business Patent Procedures Act, which would become known as the Bayh-Dole Act.
