- Senator Birch Bayh's introduction of Senate Bill 3496, the Small Business Nonprofit Organization Patent Procedures Act on the Senate floor. It is a bill to amend title 35 of the United States Senate code to establish a uniform federal patent procedure for small businesses and nonprofit organizations, to create a consistent policy and procedure concerning patentability of inventions made with Federal assistance, and for other related purposes. This bill would later become the University and Small Business Patent Procedures Act, which would become known as the Bayh-Dole Act.
