Conference - On Federal Tech Transfer
Section concerned with mandates inventors must receive 15% royalties -
Ordinarily is team research - when you start naming 1 guy it causes problems in lab.
6.6 - gives a *250 (illegible) file patent
Very often piece of product is what is licensed - How much percentage is question.
Scared it may get shoved on industry.
People will want to work on royalty projects only.
At least 15% in bill now.
House bill has flexibility - this they would favor
Supposedly OMB [Office of Management and Budget] & some of Commerce are against this provision. - Also NASA & DoD [Department of Defense].
H.R. 3737 p. 15 - House Bill - Mandates a "discretionary plan" to be for formulated. - Deleted by Senate. -
