FROM: Steve Coen
SUBJECT: Technology Transfer Act of 1986
(straight mark made upwards from here towards the center-top of page in black marker)

According to the Commerce Committee staff there is a chance that the Technology Transfer Act of 1986 may come up on the floor tonight by unanimous consent. Since you have been active on this proposal, I have drafted a statement for your approval. If it meets with your approval would you please sign it and I will deliver it to the Commerce Committee for the record.
