TO WHOM IT MAY CONCERN:
I have repeatedly examined Capt. Robert Dole. In addition to his shoulder injury, this man had definite damage to the spinal cord with spasticity of the extremities.

In my opinion, he is totally disabled and needs all the help we can give him.
