Senator Bob Dole: A couple of major differences between this proposal and the one made 16 months ago. This proposal does give a definite timetable — it says June 31 or June 30, 1971 — for the withdrawal of American troops. It does say that they will start discussing the prisoner of war issue as soon as we declare our intent to leave. Now, the proposal 16 months ago gave no timetable, it talked about immediate withdrawal, and it said we'd discuss the prisoners of war after the war was over. So, I think it indicates maybe some softening on the part of Hanoi.
