Dear Mr. Dole,

On behalf of the people and government of the Republic of Azerbaijan, let me express my heartfelt gratitude to you for the successful actions taken aimed at the modification of Section 907 of the Freedom Support Act.
The humanitarian assistance, which will be rendered as a result of this important step, will not only help more than one million Azerbaijanian refugees but will also have an important impact on the development of relations between the United States and Azerbaijan.
I hope that the conflict between Armenia and Azerbaijan over Nagorno Karabakh will be settled by peaceful means soon. These two neighboring people will finally overcome the consequences of the war and will cooperate and be involved in national re-construction for the welfare of their people. I have been doing my best and will continue to spare no efforts for this sake.
