MEMORANDUM

Re: Follow Up: Letter from Dan Taylor

* Attached is a note for signature to Dan Taylor, replying to his letter requesting help in getting more Federal funds for the Cerebral Palsy Research Foundation (his letter is attached with my earlier memo). Today I spoke with both Dan and Norma Lee, CPRF Vice President of Development, and last week spoke with Jack Jonas and Pat Terrick (CPRF Director of Government Affairs)

* Briefly, this is the situation: CPRF drafted the letter to you from Dan--Norma and Jack read in the Wichita papers about your efforts on behalf of Sterling College and Heartspring (where Kassebaum, working with this office, got $600,000 in VA/HUD Approps to move Heartspring's training and education facility for disabled children to a new site outside of Wichita) .

* This seems the long way around the barn. Pat visits here several times a year, and I talk with Jack from time to time. Apart from help with Federal agency issues, they have never made any money requests--even though I raised the approps opportunity with them last year (as I have with other Kansas groups) CPRF currently receives substantial Federal funds.

* In any case, CPRF, at Taylor's request, is now putting together a list of projects that need funding. (They also hope to use Federal funding to meet requirements of several private foundation challenge grants as part of their $25 million Capital Campaign. I am not sure this is realistic, however. Incidentally, Dan Taylor and Dan Carney have each given about $1.7 million to CPRF. Overall, the CPRF fundraising campaign has received $19 million in pledges).

N.B. The $19 million of pledges to CPRF's Capital Campaign seems spectacular. Maybe the Dole Foundation could get some pointers from this success for its endowment campaign.

* After I receive the project list from CPRK, I will sit down with Kathy and review it, and see what we can do for them. I will also brief Dave Spears.

Dear Dan,

Thanks very much for your letter and kind words. We have a big job ahead of us in the next Congress, but as you can imagine I'm very excited about it.

As you know, I am a longtime supporter of the Cerebral Palsy Research Foundation. I'm very impressed with the work of you and Dan Carney on its Capital Campaign --$19 million of pledges seems pretty spectacular.

I understand that Dr. Vachon of my staff has spoken with you about providing further help to CPRF in increasing Federal support. You can be sure that we will give this matter our full attention.

Of course, if there is anything else I can do, please let me know.
