(End of Letterhead)

Dear Tom,
Just a brief note to congratulate you on receiving the Bush Medal for the Empowerment of People with Disabilities. The Bush Medal is given to an individual who helps make a historic contribution to the independence of people with disabilities, and I can think of no better or more deserving choice.

I think we both how easy it is to get caught up in the issues and struggles of the moment, but these are not necessarily the things that have lasting importance. Your work on behalf of people with disabilities is something that will endure, making a lasting difference to our Nation and its people, and has my greatest respect.

My very best wishes to you and your family throughout the holidays and in the New Year .

Sincerely,
BOB DOLE

Honorable Tom Harkin
