Re: Invitation to Contribute Article to Iowa Law Review

Attached is a letter from the University of Iowa Law Review inviting you to contribute a short article (5-10 pages) that would be a response to an article to be published by Professor Peter Blanck.

The Blanck article is also attached: essentially Blanck claims that people with mental retardation are more often working in competitive job settings and making bigger wages because of ADA. In fact, although wages and jobs may be better for some of the 1000+ people with mental retardation Blanck has studied over the past 4 years, these changes are more likely due to programs (such as supported employment)than ADA. The only way ADA might have played a role is by establishing a climate that promotes independence and opportunity.

In this regard, an article would be an excellent occasion to talk about your vision for disability programs --in particular, revisiting your statements over the past year on
the need to look at how well the nation's employment programs for people with disabilities are working. A key point would be: ADA may open the door of opportunity, but for people with disabilities to pass through they must have job skills and education --which is what our job training programs are supposed to provide.
