Attached are notes for signature to Deconcini & Hoyer, Chairman and Co-Chairman, respectively, of the Helsinki Commission, congratulating them on the first-ever hearing on international disability rights, to be held tomorrow. (Incidentally, the Commission tried to get Miss America to testify, but she had other commitments.)

Just a brief note to congratulate you and other members of the Helsinki Commission on its first hearing on international disability rights --to my knowledge, the first Congressional hearing on this important topic. I believe it will be remembered as a crucial milestone in advancing respect for the human rights of people with disabilities throughout the world.

Let me also say again that I appreciated your co-sponsorship of the "Disability Rightsin American Foreign Policy Act." I was very pleased with the State Department's prompt action in meeting this bill's intent, and I hope you were.
