The purpose of the bill is to overturn that part of last year's Supreme Court decision in Grove City College v. Bell which dealt with the scope of Title IX's prohibition against sex discrimination in any Federally funded "education program or activity." The bill is identical to the final compromise I offered during negotiations that occurred on this issue in the last few days of the 98th Congress. I am offering it again in the hope that this year we can build consensus on what proved to be a highly controversial issue.
