SUBJECT: MEETING WITH SULLIVAN
The purpose of the meeting is to have an exchange with the Army Chief of Staff on his priorities and members' concerns prior to marking up the defense bill. The following issues are possible items of discussion:
	-- The Base Force Concept. This is the build down plan that the Army is working towards. It calls for 12 active division and 6 reserve divisions. This means a reduction of 250,000 active force personnel and 200,000 from the reserves .
	-- The allocation of these forces is planned at 8 active CONUS based divisions, 1 division in Korea, one in Hawaii, and 2 divisions in Europe. Questions are being asked about why we need 2 divisions in 	Europe.
	-- The Guard/Reserve vs the active forces is at the crux of the manpower debate. While the Guard and Reserves argue that they can do the job cheaper, it isn't clear that they can maintain the level of readiness to respond quickly.
	-- The rift between the active and Guard/Reserve forces must end in order for any plan to be effective. Aspin is fueling the fire with his concept which calls for smaller active forces and larger Guard/Reserves. (Stevens is inclined to support higher Guard numbers, too). Election year politics exacerbates the problem.
	-- Sullivan needs to address his rationale for 535,000 active duty forces.
	-- Another key questions is whether the Army will be able to maintain sufficient operations and maintenance funding to keep readiness for this large active force. You might ask him his thoughts on this.
