JENKINS Assistant Administrator For Equal Opportunity Programs Dr. Harriett G. Jenkins was named Assistant Administrator for Equal Opportunity Programs in August 1974. In this position, she is responsible for helping NASA integrate its workforce and for ensuring equal opportunity in personnel transactions and in the utilization of NASA's resources. Dr. Jenkins entered NASA in February 1974 as the Deputy Assistant Administrator for Equal Opportunity Programs. Before coming to NASA, Dr. Jenkins was a consultant to the District of Columbia school system for the Response to Educational Needs Project from 1973. Prior to that, she served for 19 years as a public school educator in Berkeley, Calif. Dr. Jenkins entered the Berkeley school system as a teacher and rose through the ranks to vice-principal, principal and Director of Elementary Education before reaching the post of Assistant Superintendent for Instruction in 1971. During her professional career, Dr. Jenkins has served as an officer or key member of numerous professional organizations. She has been an expert on matters of integration of schools and on in-service programs for teachers. She has been a leading participant in a number of national conferences and projects on civil rights, education, human relations and public administration. She also has served as an editorial and educational consultant. Dr. Jenkins has received numerous awards, including the Honorary Service Award Certificate from the California Congress of Parents and Teachers in special recognition of outstanding service to children and youth and a commendation by the California State Assembly for an outstanding record in the field of public education -- both in 1973. Dr. Jenkins received in 1977 NASA's highest award, the Distinguished Service Medal. Also during 1977, she chaired the Task Force on Equal Opportunity and Affirmative Action, one of nine task forces of the Personnel Management Project, which led to the Civil Service Reform Act. For this work, she received the Civil Service Commissioners' Award for Distinguished Service. Dr. Jenkins received the President's Meritorious Executive Award in 1980, NASA's Outstanding Leadership Medal in 1981 and the. President's Distinguished Executive Award in 1983. - more - Page 4: - 2 - In 1986, Dr. Jenkins was elected to the National Academy of Public Administration, and in 1987, she received the Black Engineer of the Year Award for Affirmative Action. In 1988, she received a second Distinguished Service Medal from NASA, and in 1990 the Women in Aerospace Lifetime Achievement Award. Born in Fort Worth, Texas, Dr. Jenkins received a B.A. degree in Mathematics from Fisk University in Nashville, Tenn., a M.A. degree in Education from the University of California at Berkeley, and a Doctorate in Education -- Policy, Planning and Administration, also from the University of California. She has completed the Advanced Management Program of the Harvard Business School and has obtained a law degree from Georgetown University, Washington, DC. Dr. Jenkins and her husband, George, reside in Bethesda, Md. - end - Page 5: CARL D. MOORE Carl Moore has been the General Counsel for the Personnel Appeals Board at the U.S. General Accounting Office since 1981. The General Counsel investigates and prosecutes a wide range of alleged violations of employment laws, rules, and regulations at the U.S. General Accounting Office. More than 60 percent of the Board's case load is in equal employment opportunity matters. For almost three years prior to coming to the Board, Mr. Moore was the chief labor counsel for the Department of the Navy. He supervised the 25 attorneys who represented the Department in federal courts across the country and in administrative proceedings before the Merit Systems Protection Board, the Equal Employment Opportunity Commission, and the Federal Labor Relations Authority. Virtually all of the work in Federal courts was in equal employment opportunity litigation. Before joining the Navy's Office of General Counsel, Mr. Moore was the Executive Director and General Counsel for the Overseas Education Association (OEA) , which is a State affiliate of the National Education Association. As Executive Director, he was responsible for labor negotiations between the OEA and the Secretary of Defense. As General Counsel, he was responsible for litigation in arbitration hearings and in federal court. Mr. Moore began his labor law work while serving as a uniformed lawyer in the U.S. Navy. While serving in the Philippines, he rep- resented the United States in various labor matters. Mr. Moore's undergraduate degree is from Texas Tech University and his law degree is from the University of Texas. While in University, Mr. Moore was an Intern to Congressman George Mahon for two summers. In addition to having articles published by numerous professional journals, Mr. Moore is co-author of a book now in its second edition, which is entitled Federal Civil Service Law and Procedures: A Basic Guide, BNA, 1990. A reviewer for the Colorado Trail Lawyers Association recently wrote that "no other single volume . . . tackles the task" of explaining the Federal personnel administrative system as well as this book. He continued, "By far the best Chapter is [that written by Carl Moore, in which he] identifies and discuss- es the types of administrative appeals available to individual employees." Mr. Moore designs and teaches a course for Government attorneys, which is sponsored by the Department of Justice.
